RESPONSIBILITIES:

Technical

- Enhance surveillance and response protocols for communicable disease including influenza in Shimelba camp in collaboration with ARRA Health Center Woreda Health office staff and the Shire regional hospital.
- Ensure appropriate collection, storage and transportation of sample from Shimelba camp to -------.
- Compile facility based data on ILI, SARI and other communicable disease and enter in to data base.
- Prepare and submit weekly surveillance report, monthly report and quarterly report as required by the donor
- Ensure training of relevant IRC staff on specimen collection techniques for the detection of influenza virus and shipment of specimens to EHNRI for laboratory testing within one week of collection, maintaining cold chain and shipments are accompanied by a copy of the completed case-based reporting form and laboratory test requisition form.
- Revitalize and support the Outbreak Coordination Team (OCT) which will review and develop communicable disease outreach tools, develop specimen collection/transport guidelines, order medical supplies/equipment and conduct training on bio–safety/bio–security measures
- Initiate and follow up of community-based surveillance of diseases of outbreak potential including malaria and Acute Watery Diarrhea
- Assist in establishing sentinel surveillance in Shimelba including ensuring optimal specimen collection, storage and transportation.
- Conduct workshops, trainings and presentations on avian influenza issues and other communicable diseases, use of personal protection equipment, sentinel surveillance and case definitions as needed
- Coordinate with IOM to include pandemic screening protocols in the medical follow up for refugees who are being considered for resettlement
- Collaborate with the Health Manager to continue development of an influenza preparedness plan which complements national initiatives
- Assist in the design or purchase, and dissemination of IEC materials for communicable diseases
- Follow and review updated WHO pandemic influenza responses and update all partners on new information and guidelines
- Liaise and coordinate activities with other IRC programs in the camp
- Any other duties as assigned by -his/her supervisor.

Program Management

Grant Management

- Under the direct supervision of the Health Manger in the field and technical supervision of the health Manager in Addis the Disease Surveillance Officer will be responsible for ensuring that the CDC funded Avian Influenza Grant and other related grants if they arise, are well managed according to IRC and donor regulations.
- Participate in grant opening, mid term and grant closing meetings in collaboration with the programs unit, the Health Manager and the field coordinator.

Budget Monitoring

- Monitor and ensure that project budgets are appropriately spent
- Assist in the development of spending plans and ensure these plans are adhered to
- Ensure that monthly procurement and budget tracking are conducted as per the tools developed

Monitoring & Evaluation

- Prepare and submit weekly and monthly internal activity progress reports
- Prepare quarterly, midterm and annual donor reports as required
- Following close cooperation with ARRA, collect and review monthly HIS (health information system) data
- Collect and analyze weekly surveillance reports from RSW

Human Resource Management

- Recruit, train and supervise volunteer refugee social workers who will act as an animal and early warning system and will also conduct community awareness raising on avian influenza
- Conduct weekly monitoring and follow-up of all social workers
- Undertake timely performance reviews of all staff under his/her supervision

KEY WORKING RELATIONSHIPS

Internal

Directly supervised by the Shimelba Health Manager and technical support will be provided by the health Manager based in Addis. Overall supervision of the health department is provided by the Health Coordinator. Close collaboration with logistics, HR/Admin and finance staff is required.

External

Will liaise with all appropriate government and NGO groups at camp, Woreda and Regional level as required and in particular will work in close collaboration with ARRA health staff. May represent IRC in meeting/conferences related to disease surveillance and Avian Influenza.
