Specific Tasks Include

The successful IT consultant is expected to develop a functioning organizational IT and data security system for a USAID Local Implementing Partner.
• Conduct assessment of organizational capacity and existing IT system
• Develop/ update organizational information and data backup system
• Improve LIPs IT system and data/information security system
• Enhance organizational development in the areas of IT adoption to simplify business process including travel, transport and procurement services
• Develop data security protocol

Key Deliverables
• Provide Technical Assistance in identifying an IT Committee
• Review existing plans, policy frameworks, laws, approaches, national implementation plans and other relevant documents
• Provide Technical Assistance in developing an IT Plan
• Perform a comprehensive IT risk assessment for the organization. This assessment should include reviewing current operating systems, cybersecurity, internet and future IT requirements.
• Provide Technical Assistance in getting a Cybersecurity incurance policy in place
• Provide Technical Assistance with updating of the IT Policy
• Provide Technical Assistance with compiling a Data Retention Policy

Job Requirements

The IT firm/consultant should have:
• At least 5 years of experience in ICT or public health-related field
• Good knowledge of the Health information systems and IT governance principles
• Proven excellent communication skills
• Strong professional knowledge in business issues with particular reference to IT policy research and development
• Excellent communication and writing skills in English
• Experience in conducting and facilitating similar risk assessments and strategic planning processes
• Experience should include security policy development, security education, network penetration testing, and application vulnerability assessments, risk analysis and compliance testing
• Working Knowledge of information security standards (e.g., ISO 17799/27001, etc.), rules and regulations related to information security and data confidentiality and desktop, server, application, database, network security principles for risk identification and analysis
• Strong analytical and problem-solving skills
• Experience in project/program management for technology and/or risk initiatives
• ITIL, COBIT, CISA Certifications advantageous
• Demonstrated experience in conducting risk and impact assessments
• Ability to work and deliver in a tight work schedule
• Willingness and commitment to propose a flexible and sound timeline to deliver a quality service/product
• Data management experience
• Understanding of public health and development programs
