Management Sciences for Health (MSH) is a global non-governmental organization with 50 years’ experience working shoulder-to-shoulder with ministries of health and communities in more than 150 countries to strengthen their health systems.

MSH has been funded by the Global Fund to support the pharmacovigilance capacity in pilot countries of Cameroon, Mozambique and Senegal. The approach to project design and measuring effectiveness begins with the development of a theory of change tailored to a country’s specificities and needs.

For this activity, MSH will review the assessment conducted by the Global Fund/WHO during Program Phase 1 to develop a theory of change for each proposed country, and then share the proposition with the Global Fund and country stakeholders for their review and concurrence prior to implementation. The expected outcomes will be aligned with technical assistance (TA) interventions in the proposed TA service categories with the WHO’s Global Benchmarking Tool (GBT) for pharmacovigilance (PV) maturity levels and with a performance framework outlining key indicators and targets to achieve the expected outcomes unique to each country. During implementation, MSH will regularly monitor and review progress using the key indicators and milestones set in collaboration with Global Fund and in-country stakeholders to facilitate continuous learning that can be shared across the activity’s country implementation teams and to inform course-correction on our activities where needed.

Description Of Services To Be Provided

Activities and deliverables to be developed and completed in consultation with the MSH technical team and consultants:
• Redefine PV roles and responsibilities
• Identify existing R&R's for PV activities, both formally and current active

practice by conducting a situational assessment on HR structure at PV

center.
• Revise and validate the job descriptions (JD) in line with the revised

organization chart guaranteeing a better description of roles and

Responsibilities For All Functions.
• Establish a PV hiring plan
• Develop a hiring plan.
• Develop/review procedures and guidelines that guide recruitment of staff

members.
• Develop/review procedures for motivation and retention of staff.
• Develop/review estimated budget for HR.
• Review PV contracts
• Facilitate MOUs among institutional PV actors (examples: all health programs - HIV, TB, EPI, Malaria and other important stakeholders) based on revised organizational structure and R&R's.
• Establish a PV training plan
• Create a draft training plan for all levels of staff performing PV activities,

including ethics and conduct, project management and other core skills:
• Develop SOP/Guidelines for development, implementation, and approval

of a training plan.
• Develop guidelines to measure effectiveness of training.
• Develop a draft training plan.
• Create a final training plan for all levels of staff performing PV activities, including ethics and conduct, project management and other core skills.

Required Skills/experience
• Graduate or master’s degree in human resources, industrial or organizational psychology, organizational or workforce development or related field.
• International expertise in Legal and policies on pharmaceutical guidelines, and procedures specifically on pharmacovigilance organizational structure
• At least 7 years of working experience in human resources.
• Significant experience in international public health with at least five years’ experience related to health systems strengthening, or pharmaceutical management, human resources preferably in work funded by USAID.
• Experience in public health programs in low- and middle-income countries in terms of the development of human resource structure and management.
• Demonstrated experience and skills in supervising and working with human resource teams.
• Demonstrated skills in stakeholder engagement and management, especially with government representatives
• Excellent written and verbal communication skills in English and French.
• Ability to organize work with minimum supervision
• Ability to review institutional and operational policies and procedures, prepare and review reports, training materials, documents, data collection tools, check lists and presentations
• Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.
• Demonstrated ability to build relationships and work effectively with senior government officials and other stakeholders.

Consultant Preferred Or Desired Skills/criterions
• Experience in Global Fund, World Bank and/or similar major donor organization procurement procedures
• Prior experience working with international organizations like GF or USAID-funded projects
• General experience in organizational capacity and human resource management
• Operational experience with Microsoft and Google suite of products
