Monitoring Evaluation Accountability and Learning (MEAL) Officer CCAP Blantyre Synod in partnership with Save the Children International is implementing a five -year Norad Framework Agreement Programme & Securing Children’s Rights to Education and Protection (SCREP) that is funded by the Norwegian Agency for Development Cooperation (Norad). The main goal of the project is all girls and boys learn and are safe in a quality learning environment;. The programme will be implemented in Mwanza, Neno, Mzimba South and Lilongwe Urban Education District from 2019-2023. The Programme aims to contribute to the strengthening of Civil Society in Malawi to demand quality education with attention to learning outcomes, inclusion, protection from child marriage and teenage pregnancies and access to Sexual and Reproductive Health and Rights (SRHR). It is multi-sectoral and integrated with the underlying basis being UN Convention on the Rights of the Child. The Mission for the Blantyre Synod Education Department (BSED) is to efficiently, effectively and holistically develop capacity of each child, young person and needful adults to become fulfilled and productive citizens BSED therefore, seeks to recruit suitably qualified, experienced, results-oriented, God-fearing persons to fill the position of a MEAL Officer MONITORING EVALUATION ACCOUNTABILITY AND LEARNING (MEAL) OFFICER Based in Neno, the MEAL Officer will be responsible for strengthening the MEAL system for the Norad Framework Agreement project and documenting and disseminating key learning from MEAL and research results In support of the project objectives and outcomes. S/he will provide technic& support in the development and implementation of annual MEAL plans and tools and training of staff, communities in key MEAL concepts and skills. The MEAL Officer will undertake this role in close collaboration with the project staff and key stakeholders in consultation with Project Manager. Major responsibilities Develop quarterly and annual MEAL plans for the IE Project Provide technical support in the review of MEAL framework, plans and tools for the Norad Framework Agreement project IE Component and in the training of other project staff in MEAL methodologies and tools Undertake data analysis, compilation of reports and data quality assurance (DOA) of the Norad Framework Agreement project IE Components Support project personnel in the project impact areas through regular contact field visits and meetings Carry out regular documentation and sharing/dissemination of lessons learned, case studies and best practices (through monthly, quarterly and annual reports, presentations etc) to inform on-going implementation, advocacy and future programming Compile and disseminate project reports (monthly, quarterly and annual reports. presentations etc) to stakeholders at school, community and distract levels, in collaboration with project teams, to inform on-going implementation and future programming Identify the core information needs of the funding agency Foster participatory planning and monitoring. In liaison with the project Manager, tracking project progress on achieving the set targets/ milestones Qualifications Bachelor’s degree in statistics, demography M&E or the equivalent At least 2 years hands-on experience in Monitoring, Evaluation and Research work in the education sector or related development fields, preferably with a non-governmental organization High level ability in quantitative as well as qualitative research methods. Significant experience in designing and maintenance of management information systems and tools Excellent analytical skits and ability to effectively use Microsoft Excel, Microsoft word, SPSS, ACCESS and similar statistical packages.
