Job Description

Overall objective: to ensure effective coordination and implementation of the National Numeracy Programme with schools, zones and districts in the Division.

Specific Responsibilities

Work closely with other team members to plan, coordinate and implement programme activities in the Division;

Based on the programme workplan, create Divisional workplans and manage and monitor their implementation;

Build ownership for the programme with MoE and other stakeholders in the Division, and ensure their support and timely approval for programme plans;

Coordinate the logistics for workshops, meetings and other activities in the Division related to the programme including (but not limited to) selecting venues; ensuring that resources (e.g. training materials) are available for workshops; coordinating the permission letters etc. from the MoE for participants to attend; circulating the permission letter to the participants; and providing support to the distribution of daily allowances.

Facilitate the distribution of TLMs in the division.

Conduct school monitoring visits and provide support to PEAs and Section Heads

Ensure that TLCs are being conducted as per schedules and that TLC and coaching data is being submitted on time

Coordinate with the programme finance team to prepare budgets for programme activities and help ensure timely payments are made;

Support the Monitoring Officer with the establishment and implementation of systems for collecting data to monitor training activities in the division;

Identify potential case studies/success stories and share them with the programme Communications Officer;

Monitor programme progress in the Division against the workplan, identify concerns for discussion with the SMT and help resolve bottlenecks;

Prepare brief monthly updates on activities in the Division.

In Addition, The Incumbent Will

Attend all meetings of the NNP programme team;

Represent the organisation in Division and District meetings

Contribute to the programme’s quarterly reports as requested by the Senior Programme Coordinator;

Complete all such ancillary and further tasks as may arise from time to time.

Candidate Specification

Required Qualifications And Experience

A graduate qualification in education or a relevant subject.

Proven coordination/management experience in an education programme(s)

Strong understanding of MoE systems for delivering education services, including teacher training and school-based professional development;

Excellent interpersonal skills;

Good time management and organizational skills;

Proficient user of Microsoft Office applications.

Desirable

Established contacts with officials and schools in the Division.

Job Profile

The National Numeracy Programme in Malawi (NNP) is a 4-year programme that aims to improve student learning outcomes in mathematics, so that girls and boys have a solid foundation in basic skills to succeed in the rest of their schooling and fulfil their potential.

The programme provides technical assistance to the Ministry of Education to revise the mathematics curriculum for lower primary (standards 1-4), develop corresponding teaching and learning materials, design teacher training strategies (including school-based support structures), rigorously pilot the new materials and training strategies, document impact, refine the materials and training strategies, and then oversee a national scale-up. The pilot will be evaluated by an independent evaluator.

The programme is led by the Ministry of Education with technical assistance from Cambridge Education, a member of the Mott MacDonald Group. The programme office is at the MoE’s Department for Quality Assurance Services (DQAS) in Lilongwe. The programme also has an office at the Malawi Institute of Education (MIE) in Zomba.

The programme is funded by UK aid from the UK government.
