Main Purpose:

Managing day to day operations in a safely manner and while following PUMA procedures

Daily truck inspection on all trucks entering the depot.

Loading delivery trucks in both PUMA and contracted trucks

Product delivery to Customer sites

Daily fuel reconciliation and depot closure

Key Responsibilities

The Depot Manager is accountable for the efficient and economic storage and handling, transport and maintenance operations of the Fuel Depot. In particular
• Lead a team and driving Depot performance to ensure Healthy, safe efficient and cost-effective operation which is in compliance with Puma Energy practice and standards (Operational Manual)
• Acts as a depot focal point for all interested bodies (Puma and External) and is accountable for 24/7 safe and efficient operation of plant and equipment at the depot.
• To Champion business optimization process and apply sound practices, procedures and behaviors concerning Puma operations.
• Ensure Optimum performance and seek improvements to create competitive advantage in terms of safety., security, assets utilization and costs within agreed budgets.
• Maintains a constant and critical appraisal of all depot activities and cost within depots by directing the team to manage all achievable resources so that company products are stored, handled and distributed to the agreed standards at optimum cost.
• Builds a culture of operations excellence within the team by providing leadership, motivation, coaching and mentoring.
• Relentlessly drive HSSE management system and promote awareness in terms of both actions and decisions to prevent accidents and harm to people or environment.
• Champions the implementation and embedment of SAPS (System to Administer the Process of Safety) at the depot.

Health Safety and Environment (HSE)
• Ensure that the Depot Operations meet all Company Audit and Legal requirements through implementation and reinforcement of all fire, Health, Environment and Security Regulations.
• Adheres to process safety practices and procedures (as document) so that incidents may be prevented and/or mitigated via the identification, assessment and understanding of both minor and major hazards in terms of plant, process & people.
• Conduct routine Safety inspections and audit at depot level as required and maintain a depot risk register to ensure that the depot installations are in compliance with applicable HSSE legal requirement.
• Ensure that the storage facilities have up to date and tested Emergency Response plans
• Conduct periodic safety drills and maintain safety critical equipment in good condition
• Ensure that all changes are done at the depot accordingly to outlined Puma Management of change process

Operational Excellence and Transport Management
• Implement business plan for the depot operations function (Managing and controlling the operation of the depot, including receipt, storage, handling and distribution of bulk products in a safe and cost-effective manner and provides required management information on a timely and accurate basis. The depot manager is responsible for the total management and control of depot activities both in the office and yards operations
• Conduct depot routine inspections and random checks including task observation
• Analyses and implements methods, systems and practices to improve depots operating efficiency and reduce costs ensuring at all times the company reputation and license to operate is maintained by compliance with the relevant legislation and safety requirements.
• Maintain a culture of operational excellence throughout the storage operations and ensures full implementation of company policies and procedures.
• Maintain full construction an operational record for the site e.g. drawings, maintenance details, records of modifications or excursions of plant outside of design operating conditions.
• Reports on any issues that may have impact on the operations (both positive and negative)
• Manage and control Transport function for the depot in all aspects of transport at the depot.
• Provide transport logistical data and report to the country operations Manager as required.
• Work closely with other functions and depots to optimize transport logistics.

Business Controls
• Maintain strict quality and quantity controls on stocks and deliveries including losses/ gain/regrades and continually monitors the stock ownership position.
• Manage financial and operational standards and ensure costs are being met by all users of the Depot eg Business Support function, Transport function Engineering and other oil companies.
• Monitor and control financial and operational performance against targets, providing the required management information to the country operations manager. This includes depot annual operational budgets and maintenance budget as well as costs.
• Provide daily, weekly and monthly reports namely stock, HSSE, Financial (OPEX cost), overtime and any other report as may be directed by operations Manager.

People management
• Leads, motivate and coaches the team to deliver outstanding performance on HSSE, Financial and people measures and operating standards.
• Sets performance contracts, conducts quarterly reviews and implements measures to optimize performance.
• Maintain an enabling environment that promotes and recognizes individual and team efforts and develops the skills and capabilities of the team. Ensures that all staff has clear accountabilities particularly in respect to SAPS and OE
• Manage career development and succession plans.
• Selects, develops and manages relationships with contractors and third-party suppliers to ensure effective working practices and performance.
• Maintain staff competency assessment and development records.

Stakeholder Relationship
• Maintain relationships with other depots, functions and with other oil companies regarding product supply and demand required.
• Represents country operations Manager in dealings with local government authorities, and community groups affected and affecting Puma business.
• Works closely with other business units of Puma Energy, understanding implications of broad decisions and successfully implementing initiatives to achieve operational excellence.

Requirements

Experience:
• Possess a sound knowledge and on the job experience in Depot and Transport Operations. Minimum 3 years working experience.
• Thorough knowledge of HSSE systems
• Through knowledge of Depot operations procedures, supply and logistics
• Knowledge of the other Operating Performance Unit (OPU) strategies and plans particularly markets will be an advantage
• Ability to work with diverse teams including management and third-party negotiations
• Ability to work odd hours and honesty
