Action contre la Faim has been working in Mozambique between 1991 and 2001, and has resumed its presence in 2019 via local actors’ strengthening and in 2021 via direct interventions. ACF’s mission in Mozambique is currently in full expansion, with ongoing large-scale emergency projects and several others in discussion. The field team is composed of 120 people, and the team is still growing. Our assistance currently focuses on the Province of Cabo Delgado, with an office in office in Pemba and a sub-office in Mueda. However, we are working on a registration in two other Provinces in the Northern part of the country. The organization currently plays a strong role in Health emergency capacities strengthening, through the support of the mobile health brigades and health facilities and nutrition care to IDPs and host communities. ACF is working to reduce food insecurity among the affected population (food and cash assistance) and contribute to improve their resilience through by supporting household agriculture and incoming generating activities. ACF is also improving access to WASH services and WASH practices at institutional (school/health facilities) and community levels for IDPs and host communities.

Pemba is the largest and capital city of Cabo Delgado Province with a population of 200,529 according to the data census of 2017. Pemba is relatively calm and stable while other areas of intervention in the province require a constant check in and update of information to ensure the safest and most secure environment for the team is guaranteed. The office is located in the Expansao area and the guesthouse is in the Wimbe area, which are 5 minutes away by car. The HR Team is : an Head of Department : 2 HR Managers (included this position), an HR Senior Officer, a Data Entry/HR assistant.

Votre poste et vos responsabilités

Under the supervision of the HR HOD, you will provide HR management at base level (Mueda and Pemba) in accordance with procedures laid down for the mission and ACF guidelines for provision of the optimum support for the programs. More precisely:

In Mueda :
• Support the recruitment of the national HR Manager
• Create the HR department and build the capacity of the HR team members
• Train and accompany managers and supervisors from other departments to the management minimum standards and HR good practices (cf. managerial values)
• Contribute to creating a better working environment

In Pemba :
• Support the HR Manager and strengthen capacity
• Support the training of the management team
• Provide support to the coordination teams of Cabo Delgado and Mueda

The main challenges will be:
• To reinforce communication
• To set the Management minimum standards and good practices
• To finish Onboarding process
• To clarify roles and responsibilities

Votre profil

You hold a Master's degree in Human Resources. You have at least 3 years of experience in a similar HR position in an international NGO. You are able to analyze a situation and its challenges and develop a long-term vision. You already have experience in developing and implementing HR policies and procedures in a consistent manner. You are able to demonstrate training skills and a willingness to develop people skills and responsibilities. You are rigorous and creative in the solutions you propose, and you have a good sense of organization and confidentiality.

Previous experience with ACF is an add value.

Fluent English is mandatory, Portuguese would be a real asset, and Spanish/Italian/French are useful.

Vos conditions d’emploi
• 6 months fixed term contract under French legislation
• Starting date : asap
• Place : Pemba and Mueda
• Monthly gross salary from 2010 à 2335€ upon experience
• Monthly per diem and living allowance: 503€ net, field paid
• Monthly country allowance: 150€
• Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
• 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
• Transportation and accommodation: Coverage of transportation costs and guest house
• Medical coverage: 100% coverage of health contributions (CFE + complementary health) and repatriation insurance
• Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 € at each RnR period
