SUMMARY
Eurasia Foundation (EF), a U.S.-based non-profit organization dedicated to promoting civil society
development and good governance, is accepting applications for the position of Disability Advocacy
Program Manager (DAPM) for an anticipated Advocating for Disability-Inclusive Climate Action in
Central Asia (ADCA) project. The purpose of ADCA is to deepen the involvement of persons with
disabilities in formulating practical responses to climate change in Central Asia, including climate change
mitigation efforts. ADCA is funded by the U.S. Agency for International Development (USAID) and will
be implemented in Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan. ADCA’s project activities will
be conducted as part of Social Innovation in Central Asia (SICA), a USAID-funded initiative implemented
by EF. ADCA is expected to start in August 2023 and run until the end of September 2024.
The Disability Advocacy Program Manager serves as the main technical lead for designing, managing and
overseeing regional activities to support disabled persons organizations’ (DPO) engagement in climate
advocacy. In this role, the DAPM ensures effective management of advocacy projects awarded to and
implemented by DPOs. The position reports directly to the SICA Chief of Party (COP), who is based in
Almaty, Kazakhstan.
DUTIES
• Provide strategic guidance and supervision for ADCA activities under SICA.
• Recruit international and local trainers for the ADCA advocacy training program, contribute to the
design of the curriculum and ensure that participants achieve their learning objectives.
• Refine the design of DPO climate advocacy projects and provide coaching and guidance to DPOs as
they implement their initiatives.
• Serve as an expert on the selection committee member responsible for reviewing and awarding small
grants administered under the ADCA project. Additionally, oversee the implementation of these grants,
including conducting site visits to monitor the progress of DPO grant recipients.
• Together with the COP, facilitate monthly meetings of the ADCA advisory council comprised of
representatives from local DPOs.
• Ensure effective oversight and monitoring of all financial and administrative aspects of the ADCA
program
Coordinate ADCA activities in collaboration with SICA leadership, SICA country offices, partners,
and USAID.
• Ensure the successful execution and attainment of planned deliverables and outcomes with the ADCA
project while maintaining high-quality performance standards.
• Implement Monitoring, Evaluation, and Learning (MEL) approaches effectively across the technical
objectives of ADCA.
• Take the lead in drafting ADCA-related bi-weekly, quarterly, and annual reports, as well as developing
comprehensive ADCA work plans.
• Provide supervision, mentorship, and professional development opportunities to the ADCA project
staff, with an emphasis on enhancing their capabilities.
• Identify program-related issues and risks in a timely manner and propose suitable program adjustments
as necessary.
• Perform other duties as assigned.
QUALIFICATIONS
• A bachelor's or equivalent degree in public administration, social work, law, ecology, economics, or a
relevant field. Master’s degree is a plus.
• Minimum of five years of experience in designing and managing disability advocacy, climate change,
or similar development programs.
• Knowledge of the impact of climate change on persons with disabilities, including appropriate policy
responses, a significant plus.
• Demonstrated knowledge of USAID policies and regulations, and successful experience in advocacy focused small-grants programs.
• Strong attention to detail is essential.
• Strong people skills, positive attitude, and an overall outgoing disposition.
• Ability to effectively manage multiple tasks, meet deadlines and deliver high-quality results promptly.
• Fluency in written and spoken English and Russian. Proficiency in a Central Asian language(s) would
be an advantage.
• Excellent interpersonal and communication skills, especially when interacting with individuals from
diverse backgrounds.
• Proficiency in MS Office applications and SharePoint.
