SUMMARY

Eurasia Foundation (EF), a U.S.-based non-profit organization dedicated to promoting civil society development and good governance, is accepting applications for the position of Disability Advocacy Program Manager (DAPM) for an anticipated Advocating for Disability-Inclusive Climate Action in Central Asia (ADCA) project. The purpose of ADCA is to deepen the involvement of persons with disabilities in formulating practical responses to climate change in Central Asia, including climate change mitigation efforts. ADCA is funded by the U.S. Agency for International Development (USAID) and will be implemented in Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan. ADCA’s project activities will be conducted as part of Social Innovation in Central Asia (SICA), a USAID-funded initiative implemented by EF. ADCA is expected to start in August 2023 and run until the end of September 2024.

The GA is responsible for assisting the grants team in the entire cycle of grant award management from the announcement, pre-award assessments, technical assistance to grantees and close-out, in accordance with the SICA Grant Manual. The position reports to the Regional Grants Manager (RGM).

DUTIES

· Assist the grants team throughout the full cycle of grant award and management

· Work closely with the DPOs that receive grant awards to help them appropriately manage their grants in compliance with the SICA Grant Manual and in line with USAID requirements.

· Conduct pre-screening of grant applications

· Review applications submitted through the grant management platform

· Respond to applicants’ inquiries regarding technical submission and maintain a tracker of queries

· Organize and manage files in grant folders

· Prepare grantees correspondence

· Monitor the financial aspects of ADCA grant implementation

· Conduct site visits to ADCA grantees, if necessary

· Collaborate with the SICA Accountant and Regional Grants Manager to establish reporting requirements and payments for new grantees

· Assist in reviewing grantee budgets and expenditure reports to ensure grantee progress against program goals

· Perform other duties as assigned

QUALIFICATIONS

· Bachelor's degree in finance, accounting, economics, public policy, social work or a relevant field. Master’s degree is a plus.

· Minimum of three years of work experience in an international development program in Central Asia or Eurasia.

· Strong attention to detail is essential.

· Ability to effectively manage multiple tasks, meet deadlines, and deliver high-quality results promptly.

· Proficiency in MS Office applications and SharePoint.

· Fluency in written and spoken English and Russian. Proficiency in a Central Asian language(s) would be an advantage.
