Community Shelter Organizer for UNDP Shelter Project in Province of Dinagat Islands

- Project Title

Support to Recovery and Building-Resilience in Typhoon Rai (Odette) Affected Areas in the Philippines

- Overview

Super Typhoon (ST) Rai, locally known as Odette, brought torrential rains, violent winds, mudslides, floods and storm surges to central-southern Philippines, specifically the Visayas and Mindanao Islands, with maximum sustained winds of 195km/h and gustiness of 260km/h in the afternoon of 16 December 2021. Rai exited the Philippines Area of Responsibility on 18 December as the strongest storm to hit Mindanao in 10 years and the third ever strongest recorded storm in the Northern Hemisphere. Initial reports by PAGASA reveal that ST Rai/Odette brought more rain than ST Haiyan/Yolanda.

The Province of Dinagat Islands (PDI), composed of 7 municipalities with a population of over 142,000 with 37,139 households (Dinagat 2020 Provincial Planning and Development Office) bore the brunt of Typhoon Rai’s destructive winds. Ninety percent of households, commercial and institutional structures including hospitals were leveled down. The provincial capitol was not spared, prompting the provincial government to secure temporary operations elsewhere.

Families who opted to return to their destroyed homes are at the mercy of the elements. Marine vessels, the main mode of transportation from and to the island did not escape the wrath of typhoon Rai, making delivery of critical humanitarian services and supplies difficult and costly.

The typhoon compromised access to safe/potable water and sanitation facilities, heightening the risk of communicable disease outbreaks. Three (3) people have reportedly died due to diarrhea and many more are in makeshift health centers in Dinagat. The affected people are now subsisting on springs and hand pumps for water, many of which are reported to have been contaminated by flood and sea waters. Many families whose homes have been totally or partially destroyed are reported to lack access to adequate sanitation and hygiene facilities and materials. Those in evacuation centers–many of them schools–are living in congested conditions with limited access to adequate WASH facilities that meet COVID-19 health standards.

The current dire situation requires urgent support. UNDP will implement a risk-informed recovery to help communities and local government cope with the impacts of these compounded crises particularly in the next 6-12 months so that their conditions do not further deteriorate and enabling conditions are set towards restoring normalcy and development.

To assist in the recovery of Typhoon Rai-affected provinces, the UNDP will integrate these elements in its recovery interventions:

Output 1: Recovery and resilience-building of local government units are supported

Output 2: Immediate support to shelter reconstruction, recovery through livelihoods diversification, restarting livelihood activities, and skills training in pre-identified areas and other mechanisms strengthened and improved

The UNDP will provide resilient shelters with access to basic social services to affected households to support the recovery of the communities in the PDI. To assist in the conduct of the project activities, a Community Shelter Organizer under the Climate Action Programme Team will be engaged to assist the local government unit and the selected beneficiaries for the resilient shelter program.

- Objectives and Scope of Work

The Community Shelter Organizer has the following duties and responsibilities for the project:

- Provide primary technical input in the formulation of community development and settlements strategies/approaches to attain intended project results.
- Coordinate with the Project Manager and relevant project staff in preparing detailed annual workplans to achieve resettlement results and ensure complementarity with other project interventions.
- Ensure that resettlement interventions are carried out in accordance with the workplan, ensuring that the status of resettlement deliverables is regularly reviewed against targets and reported to management and concerned entities for proper action.
- Monitor the implementation of resettlement activities in the project areas, identify gaps, issues and risks and assist in addressing these as necessary.
- Draft appropriate guidelines and selection criteria for the engagement of CSOs, firms, consultants and other service providers in the implementation of resettlement activities.
- Ensure that project proposals relative to resettlement are properly evaluated, and make recommendations to management for consideration/deliberation and approval.
- Consistent with government guidelines, provide guidance to CSO and other partners on the implementation of appropriate approaches ( i.e. community-led approach to resettlement and engagement of participating families through community contracts) in community development and resettlement planning.
- Organize conduct of community consultations, with support from other project team members in project coverage areas.
- Coordinate with relevant agencies working on resettlement and mobilize support from other players e.g business sector for possible support to the communities.
- Work closely with the LGU housing/shelter units for coordination of activities, ensuring consistency with LGU priorities, policies, and systems, and complementation of support.
- Provide support to the Project Manager in undertaking coordination work with government and humanitarian clusters (i.e. shelter cluster), as needed.
- Coordinate with the Communications Officer in the documentation of experiences, good practices and lessons learned and converting these into visibility materials and project press releases.
- Perform other tasks as may be assigned by the Supervisor.

He/she will be directly responsible for the successful completion of the below set of tasks based on her/his key functions within the project timeline:

- Design and implement a relocation/resettlement strategy, in coordination with the LGU, that shall include key stakeholders and their responsibilities.
- Based on the relocation/resettlement strategy, in coordination with the LGU, design and implement a relocation/resettlement plan
- Initiate necessary activities/actions, such as provision of awareness and conduct of capacity building, to pilot the relocation/resettlement plan in the selected site/s.

- Provide technical assistance to the selected beneficiaries in organizing a community organization (homeowner’s association)

- Facilitate technical capacity building of community organization [homeowners’ organization] related to operation and maintenance of resilient shelters.
- Assist the selected beneficiaries in preparing necessary documents and conducting activities for organizing a community organization/homeowner’s association. See the following links for the homeowners’ association process and checklist of requirements:

- Provide technical assistance to the selected beneficiaries in formulation of the estate plan for the resilient shelters site.

- Assist the selected beneficiaries in formulating an estate plan.
- Assist in organizing and conducting consultation workshops with the key stakeholders, including host LGU, to formulate an estate plan. The estate plan shall include, at the minimum, the following: vision, goals, objectives, existing situation, community maps, water management, electricity management, waste disposal management, livelihood programs, amenities.
- Facilitate consultation workshops for the estate plan of the selected beneficiaries with the key stakeholders and host LGU.

The Community Shelter Organizer is expected to participate and support the LGU and selected beneficiaries in the proposed activities, as shown in Figure 1, for the resilient shelter program. The expected roles of the selected beneficiaries, LGU, and Community Shelter Organizer is presented in Table 2.

- Governance and Accountability

- Overall direction and guidance shall be provided by the UNDP Team Leader for Climate Action Programme while day-to-day supervision shall be performed by the UNDP Support to Recovery and Building-Resilience in Typhoon Rai Affected Areas in the Philippines Project Manager, with whom all outputs shall be submitted and through whom all communications shall be course or copied.

- Though the Community Shelter Organizer ’s outputs and deliverables shall be reviewed, quality assured, and accepted in consultation with the consortium or its key members, this contract is executed and managed under the operations policies and procedures of UNDP. The Support to Recovery and Building-Resilience in Typhoon Rai Affected Areas in the Philippines Project Manager shall formally accept outputs and cause the processing of payments.

- The Community Shelter Organizer is expected to provide his/her own laptop for the work requirement. S/he will be provided with desk space and access to office facilities and equipment, if available. S/he will also be supported by UNDP staff for administrative and logistic requirements, as necessary.

- The Consultant shall consider at least four (4) working days lead time for UNDP to review outputs, give comments, certify approval/acceptance of outputs, etc.

- Duration of Work

To undertake the tasks and deliver the expected outputs, the Community Shelter Organizer shall be engaged for a period of 70 workdays over 6 months. Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is 01 April 2022 and the expected completion date is 30 September 2022.

- Duty Station

- The Community Shelter Organizer’s Duty Station will be in Dinagat Islands for the on-site activities as permitted by IATF guidelines on travel and entry in these provinces and will be called upon to report to UNDP, whether physically or virtually for implementation updates.
- For accessibility and availability to allow for discussions and reporting on the progress of activities, regular online meetings shall be conducted.
- In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Community Shelter Organizer shall be done within the guidelines and protocols set by the local and national government
- The Community Shelter Organizer will not be required to report to office regularly but status report on the outputs shall be expected from time to time.

- Qualifications of the Consultant

The minimum academic qualifications and years of experience are as follows:

Academic qualification:

University degree in community development, social work, development studies, or other related fields. A master's degree is an advantage.

Experience:

- At least five (5) years of relevant experience in community development, resettlement of displaced populations, project management or other related fields.
- At least three (3) years of experience in project implementation in a post-disaster context.
- UN/UNDP experience is an advantage.
- Experience in the use of computers and office software (MS Word, Excel, etc.).

Language:

English and Filipino, knowledge of regional languages in the Visayas in an advantage.

- Scope of Price Proposal and Schedule of Payments

- The Community Shelter Organizer should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified in Section D. The total amount quoted shall include all costs components required to deliver the services identified above, including professional fees (daily fee X number of person-days) and any other applicable costs such ashealth insurance, Covid test results prior to the field work, communications, transportation, and accommodation, etc. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine, will be arranged and paid for by UNDP and should not be included in the financial proposal.
- Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the contractor must be ready to submit proof of insurance valid during contract duration.
- The contract price will be fixed output-based price. Any deviations from the output and timelines will be agreed upon between the Contractor and UNDP.

The Community Shelter Organizer shall be jointly selected and agreed upon by UNDP. The prospective Community Shelter Organizer shall provide the following:

- Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.
