One Washington is tasked by Governor Jay Inslee with one of the largest and most transformative information technology projects in Washington state history. What you’ll do:
• Perform supervisory and leadership duties to core project leaders, including setting performance goals.
• Collaborate and strategize with the Executive Program Director to organize project team workplans and activities.
• Serve as an active and visible champion of the program, both internally to the program team and to the entire enterprise.
• Foster leadership team collaboration to facilitate the connection of workstreams toward the development of strategic project objectives and deliverable completion, supporting desired outcomes of critical path completion.
• Supports program priorities and remove barriers for personnel to accomplish task associated with these strategic priorities.
• Lead the development and tracking of performance measures that align with strategic objectives.
• Provide leadership at the program and enterprise level to lead integration of business transformation efforts, values, processes, and information technology advancements.
• Lead the organization and activities for the various components of the One Washington governance structure and ensure alignment of decision making for planning policy and operations to strategically meet all business objectives.
• Collaborate with OFM’s Legislative Affairs on One Washington issues that rise to the legislative level and engage with legislative staffers and members to brief on project status.
• Assist with the preparation and participate in various stakeholder meetings to ensure risks, actions, issues, and decisions are brought to their attention and addressed in a timely manner.
• Obtain and validate data/information, identify key issues and relationships relevant to achieving long-range goal, and commit to a course of action to accomplish long-range goals after developing alternatives.
• Assist in determining team’s strategic priorities and generate options to achieve all project goals.
• Coordinate current and future project needs to the One Washington Chief of Staff and budget manager for unplanned expenditures and decision package input, including contract and state FTE needs.
• Collaborate with other team leaders to resolve issues affecting the state enterprise that can impact overall scope, schedule, and budget.
• Facilitate working sessions and communicate opportunities and issues to executive leadership.
• Make final recommendation regarding governance structure when decisions or issues impact the scope, schedule or budget and determine best course of action to take that will result in program success and maximization of state benefit.

Required Qualifications:
• Bachelor's degree in social sciences, public policy, human resources management, organizational development, applied behavioral sciences, business administration, or related field.*
• Ten years of combined senior/executive level work experience:
• Leading efforts to improve organizational development and business operations for a large, multi-function organization
• Overseeing and planning complex ERP implementations (preferably Workday)
• Utilizing continuous improvement tools and methodologies
• Collecting, assimilating and analyzing complex data sets
• Working effectively with all levels of an organization, one-on-one development, and team development.
• Five years of experience supervising/leading staff and work teams (experience may run concurrently with experience listed above).
• Additional relevant professional experience may substitute for the educational requirement on a year-for-year basis.

Required Knowledge, Skills, and Abilities:
• Ability to work with data analysts to measure operational performance and progress towards aspirational measures.
• Articulate and persuasive communicator, in writing and orally.

Desired Qualifications:
• Master's degree in public administration, organizational development, applied behavioral sciences, human resources management, business administration or related field.
• Experience with and knowledge of multiple vendor-specific methodologies.
• Ten years mid- or high-level management experience that includes responsibilities over broad ranging, diverse and complex business operations and/or issues; advising and influencing leadership decisions, and supervising.
• Experience with legislative process and high-level stakeholder engagements; preparing and facilitating communication.
• Experience with Workday implementation, Lean training, certification, and application.
• PMI Certification.
