This position will serve as a critical resource within the security management team to help implement the Workplace Violence Program, Physical Security Systems Program and Threat Assessment & Compliance Program. They will also work with other Assistant Managers of Security Services to support our a new 24/7/365 Security Operations Center (SOC) and Transit Security Officer (TSO) Program. These program areas are the Transit Police Unit, the Social Worker Program, and customer service positions. They will work collaboratively together on the overall Office of Physical Security Services.

Under the general guidance of the Manager of Security & Emergency Management, this position has the responsibility for the day-to-day operations of the agency-wide Security Programs. They will also plan and implement other security and emergency management projects and programs.

Essential Duties
• Security Programs: Creates, designs, implements, and manages Community Transit’s Office of Physical Security Services. Increase productivity, effectiveness, and customer experience of the Security & Emergency Management Division. This includes conducting Feasibility Studies to determine viability of programs and writing Project Proposals to implement programs. Serves as the agency’s subject matter expert (SME) for security programs. Writes policies, procedures, tasks, job aids, and mutual aid agreements. Plans, develops, manages, and delivers training and exercises in all aspects of security programs. Ensures programs, plans, and training are current and comply with applicable federal, state, and local laws. Develops and/or conducts decision briefs or informational presentations to the Executive Team, managers, employees, and regional partners.
• Security Operations Management: Advises Manager of Security & Emergency Management of Operational issues and concerns. Recommends courses of action that impact agency security operations. Provides management level support for day-to-day security operations. This Includes Security Operations Center, the transit security officer program, internal investigations, law enforcement investigations and inter-department coordination. Reviews and investigates all internal and customer complaints. Determines an appropriate course of action for a resolution. Documents outcomes through the agency Customer Comment System.
• Capital Projects: Plans, develops, manages, and delivers security capital projects to meet agency objectives. Ensures that projects follow applicable laws, regulations, and policies. Conducts Threat and Vulnerability Assessments (TVA’s). Facility Security Assessments (FSA’s), to support capital projects. Manages project life cycle for the Security & Emergency Management Program. Starting with initial requirements gathering to final implementation. Example projects include access control, facility surveillance, Emergency Operations Center, and other major equipment purchases.
• PPS: Plans, develops, and implements Physical Protective Systems (PPS). Including access control, intrusion detection, video surveillance, and emergency communications. Recommends new approaches, policies, procedures, and tasks to make continual improvements. Serves as systems administrator on all PPS, including system programming and operations.
• Budget: Assists in developing and administering the division’s capital and operating budget. Gathers, assembles, and analyzes data. Participates in budget development; researches and recommends grant opportunities. Assists in negotiating vendor contracts to support budget allocations. Reviews invoices and approves payment. Continually monitors expenditures of assigned contracts to ensure compliance with approved budget.
• Vendor Management: Manages the performance and relationship with professional vendors. Provides day-to-day oversight and coordinates delivery of law enforcement services and security services provided by assigned contractors. Ensures service level agreement targets are met. Assists in developing contracts, amendments, and inter-local agreements.
• Acts as Manager of Security & Emergency Management in the absence of the Manager, as needed.
• Serves as an on-call Duty Officer as needed. This may include nights, weekends, and holidays.
• Performs other duties of a similar nature or level.
Requirements

Minimum Qualifications
• Five years progressively responsible experience in security, law enforcement or closely related field.
• Two years’ experience in one or more of the following: access control systems management, surveillance system management, emergency preparedness, contract administration/project management and security management.
• Two years of investigative work that includes detailed field note taking, interviewing, report writing, and maintaining evidence integrity to develop a comprehensive case file.
• Associates Degree with an emphasis in law, risk management, criminal justice, emergency management, business management, or closely related field will account for 1 year of experience in security, law enforcement.
• Valid Washington State driver’s license.
• Ability to successfully pass comprehensive background investigation, including:
• Ability to obtain and maintain clearance for access to the Homeland Security Information Network (HSIN) and Washington State Fusion Center (WSFC) within 30 days of hire.
• Ability to obtain and maintain fingerprint clearance from the Snohomish County Sheriff’s Office, including FBI fingerprint screening, within 30 days of hire.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed above may be considered.

Preferred
• Experience working with diverse populations which may include people experiencing homelessness and other forms of trauma while possessing high levels of empathy.
• Previous experience in Security Operations Center development and program oversight.
• Previous experience in security officer training and development.
• Public transit, public agency, or regulated private industry experience.
• Possession of one or more of the following certifications.
• Certified Protection Professional (CPP)
• Physical Security Professional (PSP)
• Completion of FEMA or equivalent ICS 100, 200 & IS 700 and 800 courses
• Experience using Lenel OnGuard and Avigilon.
• Seven years of experience responding to, de-escalating, investigating, and maintaining records of emergencies or security incidents
• Experience in project management, including developing project plans, maintaining timelines and budgets, overseeing project details.
• Bachelor’s Degree with an emphasis in law, risk management, criminal justice, emergency management, business management, or closely related field will count for 2 years of experience in security, law enforcement.
• The ability to speak Spanish, Korean, Chinese, or Russian, is helpful but not required.

• Access Control Systems and Video Surveillance Systems (CCTV)
• General understanding of Alarm Systems (intrusion and duress), Barrier Systems (Fencing, Pedestrian, and Vehicle), and Communication Systems (Emergency Assist Stations and Mass Notification).
• Developing and writing tasks, procedures, and policies.
• Modern office procedures, methods, and equipment, including computers.
• Working knowledge of Microsoft Office products such as Word, Excel, PowerPoint, and Outlook.
• Project planning, coordinating, and scheduling.
• Supervising staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination, and disciplinary recommendations.

Physical Requirements
