Background

Management Sciences for Health (MSH) is a global non-governmental organization with 50 years’ experience working shoulder-to-shoulder with ministries of health and communities in more than 150 countries to strengthen their health systems.

MSH advances knowledge and technology globally to support people locally to achieve health for all. From health ministry to community, private sector to civil society, as trusted advisors, MSH makes the foundational changes that support the whole health system. MSH staff work shoulder-to-shoulder with countries and communities to save lives and improve the health of the world’s poorest and most vulnerable people by building strong, resilient, sustainable health systems.

MSH has been funded by the Global Fund to support the pharmacovigilance capacity in pilot countries of Cameroon, Mozambique and Senegal. The approach to project design and measuring effectiveness begins with the development of a theory of change tailored to a country’s specificities and needs.

For this activity, MSH will review the assessment conducted by the Global Fund/WHO during Program Phase 1 to develop a theory of change for each proposed country, and then share the proposition with the Global Fund and country stakeholders for their review and concurrence prior to implementation. The expected outcomes will be aligned with technical assistance (TA) interventions in the proposed TA service categories with the WHO’s Global Benchmarking Tool (GBT) for pharmacovigilance (PV) maturity levels and with a performance framework outlining key indicators and targets to achieve the expected outcomes unique to each country. During implementation, MSH will regularly monitor and review progress using the key indicators and milestones set in collaboration with Global Fund and in-country stakeholders to facilitate continuous learning that can be shared across the activity’s country implementation teams and to inform course-correction on our activities where needed.

A: Description of services to be provided

Conduct a desk review of the current Management Information System MIS) of the pharmacovigilance system discussing the following- Staff structure which manages pharmacovigilance data solutions and IT structure. Current system of coordination, collection, and collation of pharmacovigilance data (e.g., health programs, immunization program, active surveillance studies). Current data systems and cloud solutions used to manage pharmacovigilance data. Hardware to support database(s) and other computing functions for pharmacovigilance activities. The current Management Information System at vigilance services and country level at large

Develop a PV digital transformation and integration plan entailing the following information- Key personnel and departments responsible for overseeing the development and management of the pharmacovigilance database and their roles. Proposed systems change based on information uncovered by the desk review. Recommendations for database and data systems integration based on identified gaps.

Implementation plan indicating processes and next steps to facilitate the efficient and secure collection and management of pharmacovigilance data.

Required Skills
• Graduate or master’s degree in management information systems (MIS), information technology (IT), database administration, computer science, computer programming or related field.
• At least 10 years of working experience with management information systems.
• Significant experience in international public health with at least five years’ experience related to health systems strengthening, pharmaceutical database management, MIS, or IT preferably in work funded by USAID and/or Global Fund.
• Experience with one or more specific Pharmacovigilance tools e.g., VigiFlow
• Knowledge about interoperability of digital health tools
• Experience in public health programs in low- and middle-income countries in terms of the development of information systems organization and management.
• Demonstrated experience and skills in providing IT support, installing, and upgrading computer software and hardware and managing its licensure, database backup, migration, and management, maintaining data integrity and privacy.
• Critical thinking with the skill to diagnose and troubleshoot systems issues.
• Excellent written and verbal communication skills in English and French.
• Ability to organize work with minimum supervision
• Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve operational constraints.
• Demonstrated ability to build relationships and work effectively with senior government officials and other stakeholders.

Preferred Or Desired Skills
• Experience in Global Fund, World Bank and/or similar major donor organization procurement procedures
• Prior experience working with international organizations like GF or USAID-funded projects
• Operational experience with Microsoft and Google suite of products
