Movement Cooperation Officer

The International Committee of the Red Cross (ICRC) is a neutral, independent, and impartial international humanitarian organization, which assists and protects victims of armed conflict and other situations of violence. The ICRC is currently looking for staff to support its operations in the Republic of Iraq.

Objective

Movement Cooperation Specialist contributes to implementing the delegation’s objectives for cooperation with the International Red Cross and Red Crescent Movement (the Movement) in line with Iraq Strategy 2025, the ICRC’s (International Committee of the red cross )Movement policies and in consultation with the National Society (NS). Under the supervision of the Cooperation Coordinator, the Movement Cooperation Specialist is responsible for the integrity of financial and analytical accounting and for reporting of all ICRC – IRCS (International Red Crescent Society) cooperation & operational partnership programmes in Baghdad and in the field. Support and coordinate with the Cooperation and other departments having operational/cooperation partnership programmes with the IRCS in all logistics, administrative and financial matters. Oversees all financial resources and administrative activities of the IRCS and PNS (Participating National Societies) travel, including the movement of field missions in Baghdad and

Sub Delegations and act as logistician in charge for the cooperation department.

Main duties and responsibilities

Implementation of the operational partnership between the ICRC and the IRCS
• Applies, monitors and updates the ICRC-IRCS Finance and Administrative Procedures and provides technical advice and support to Cooperation staff and ICRC technical departments.
• Maintains a rigorous overview of compliance with the Finance and Administrative Procedures for Operational Partnership activities and maintains an accurate record of financial documents.
• Understands, applies and complies with all the administrative procedures linked to the Operational Partnership (Quarterly clearance, narrative reports, budget follow up, deadlines).
• Organise technical support and training to IRCS and ICRC staff in regards of implementation of the financial procedures and proposes solutions to problems.
• Maintains contacts with key NS branch staff and volunteers regarding field visits and other activities to ensure effective coordination.
• Participates to redaction of regular activity reporting, Minutes of Meetings, Field Trip reports, analysis and needs’ assessment, institutional documents (e.g. Planning and Monitoring Tool, strategies, etc.) .

Financial Management Cooperation Department
• Responsible for the preparation of the budget and ad hoc Approval of Expenditures, budgeted and non-budgeted.
• Prepares the cooperation Field Financial review, Cooperation Financial Forecast and other financial reports as may be required.
• Oversees the development of the annual cooperation budget and other partnership programme budgets .
• Responsible for follow up with IRCS and timely submission of all quarterly clearance documents related to Cooperation and other partnership programmes.
• Coordinates and participates to the review of the IRCS finance capacity assessment, in coordination with IRCS and the Cooperation Coordinator. Finalises all documents related to the IRCS financial assessment and maintains an accurate financial profile of the IRCS.
• Ensures ICRC sub delegations receive timely and accurate information concerning IRCS HQ changes in coordination with the Cooperation Coordinator.
• Undertakes visits to Sub Delegations to monitor implementation of operational partnership finance and administrative procedures, providing coaching and training where necessary.

Logistics and administrative activities
• Organises the logistics of field visits of the Cooperation department and contribute to the organisation of joint field visits with other departments.
• Acts as focal person for the department for the filing systems.
• Oversees purchases and deliveries of materials for ICRC supported IRCS programmes and prepares donation certificates as required for the IRCS.
• Collects and consolidates cooperation staff time reporting, in consultation with the Cooperation Coordinator.
• Prepares and follows up Travel Requests and Field Trip Forms for the Department.
• Maintains up-to-date telephone and mailing contact lists and addresses
• Translates documents of relevance which are available only in English for IRCS branches’ understanding and use as required.
• Contributes to organising various related meetings.
• Completes additional general administrative responsibilities as required.

Education and Professional Experience required
• University degree or professional/vocational diploma;
• 3 to 5 years work experience in a similar position;
• Fluency of written and spoken Arabic and English;
• Computer Skills is mandatory;
• Good communication skills;
• Proficient computer skills (especially Word, Excel and Power-point);
• Good knowledge of the Iraqi context;
• Able to work in team and with limited supervision;
• Prepared to spend at least 40% of time doing field visits;
• Willingness to learn and to adapt.
