PMC (Project Management Consultancy) Contract to support the Refinery OWNER during the Commissioning, Start-up, Initial Operation & Performance Tests & Taking-Over, and the 1st Year Operation & Maintenance phases and thereafter the Final Acceptance of the 140,000 BPD grass-roots Karbala Refinery Project in Iraq.
In close liaison with the PMC Commissioning Manager, the PMC Refinery Operations / Process Manager will on behalf of the OWNER, coordinate with the EPC Contractor to ensure the start-up and lining out of the various utility and processing facilities of the refinery are carried out according to the agreed and approved Refinery Start-up Philosophy, and in a logical and ordered sequence into a productive, operational condition.
The PMC Refinery Operations / Process Manager will monitor and oversee the activities of the EPC Contractor to ensure adequate preparation and implementation of Refinery Management Systems necessary to meet the requirements as specified in the EPC Contract. The PMC Refinery Operations / Process Manager will monitor and report on the EPC contractor’s performance to ensure the EPC Scope of Work is performed to the required specifications and standards.
Responsible, through the Refinery OWNER, for all daily operational and production activities involving Contractors, Subcontractors or Vendors, including the administration and effective implementation of HSE objectives and providing support to assistance to PMC Project Team as needed. Liaison with PMC Commissioning Manager in providing operational and production expertise for integration of unit streaming sequencing and timing in alignment with the Refinery Start-up Philosophy.
The objectives of the position are:
· To provide Operational, Production Management and process expertise and advice to the OWNER and PMC team on all matters related to Unit Process Technology, Refinery Operations and Refinery Production Planning
· To support the PMC Commissioning Manager with utility and process/production unit commissioning, start-up, initial operation, turnover and integration into the overall Refinery operating and production scheme and schedule
· To assist in the transition of Refinery assets during the transfer of care, custody and control phase from EPC Contractor to Refinery OWNER
· To ensure close support and cooperation of EPC Contractor in streamlining Refinery operations according to OWNER’s related facilities, output and management capabilities.
· To give leadership and direction to the continuing development, implementation, augmentation and improvement of Operations / Process and Production Management Systems.
· To establish longer-term objectives, strategies, forecasts and planning of Refinery Operational and Production performance and capacity.
