Position Overview:

The Manager, Community Inclusion will play a leadership role in developing, executing, and evaluating programs and services that support the City's efforts to build a strong, resilient, and inclusive community. Reporting to the Senior Manager, Community Support Services, the Manager of Community Inclusion will oversee programs and services supporting social issues within the City of Saint John. This role requires a balance between bold strategic planning, ongoing community partnerships, and advocating for necessary resourcing to support social issues impacting the most vulnerable and marginalized members of the Saint John community in the areas of poverty, homelessness and housing security, discrimination of racialized residents, truth and reconciliation, diversity, equity, and inclusion. These responsibilities include supporting innovative community centric program and service delivery designs, ongoing community partnership and working collaboratively with all levels of government, partners, and the community sector in building the City of Saint John's Community Inclusion Portfolio. The vision for inclusivity is shaped through broad-based community strategies, including Saint John's municipal plan, immigration and population growth strategies, the City's Strategic Plan, Parks and Recreation Strategic Plan, neighborhood plans and growth strategies.

Key Responsibilities
Support and collaborate with the Growth & Community Services Teams in response to social issues supporting the City's priority of Grow and Belong: to integrate all residents into the social, cultural, community, and economic development of Saint John.
Build capacity within the corporation and community in response to emerging social issues establishing more equitable, inclusive, and diverse communities:
• Align and integrate the City of Saint John's resources to respond to the community effort towards poverty reduction, homelessness coordination, justice, diversity, equity, and inclusion.
• Foster community-based engagement models and partnerships to deliver a community development model of service delivery.
• Lead cross-departmental initiatives as well as community, private sector, and government partners in support of the Corporate Work Plan.
• Manage staff, clearly communicating staff responsibilities and functions, and set appropriate performance standards.
• Create a motivating and safe work environment that encourages self-assessment, continuous learning and improvement, achievement, and accountability.
• Ensure a positive and productive employee relations climate.

Strategic planning within the division, department, municipal government, and the community, to advance exceptional community services to residents:
• Develop policies and protocols to improve outcomes for the most marginalized and vulnerable community members.
• Provide strategic policy advice on a variety of community inclusion, diversity and quality of life, arts, culture and recreation service-related matters, including operating budgets, capital budgets, corporate priorities and annual work plans and program development.
• Report regularly to senior staff, the City's Growth Committee and Common Council on community services efforts and outcomes.
• Advance Saint John's unique value proposition through the work of Community Services and Inclusion team, contributing to Saint John as an exceptional community to live, work, study, visit, invest, and raise a family.
• Collaborate with the Growth & Community Services teams, committees, community-led initiatives, and groups.

Lead the development, execution and evaluations of safe and effective community-based programs, and services by:
• Work collaboratively with all levels of government, partners and community championing shelter opportunities and the transition to more stable and safe housing options for community members.
• Work collaboratively with operations to ensure facilities and public spaces meet user needs.
• Ensuring that service programming meets the needs of the community and expectations of strategic plans by way of social and economic return on investment.
• Support towards poverty reduction, homelessness, and accessible community options.
• Support the Senior Manager, Growth, Community Support Services, by providing insight, guidance and support and acting on their behalf as appropriate.

Essential Qualifications:

Education:
Degree in a community development, public administration, or related discipline; graduate level considered an asset.

Experience:
Minimum five years of relevant work experience in the areas of community development and community inclusion.
Familiarity with local government, the Saint John economy, as well as regional and provincial economic and demographic trends.
Experience leading initiatives in partnership with various perspectives and cultures. Proficiency with Microsoft Office (Word, Excel, PowerPoint, and Outlook).
Strong communication skills both written and oral.
Position involves variable hours, including evenings and weekends, and may require travel.
The ideal candidate will bring lived experience, diverse perspectives, and cultures.
The successful applicant will work a compressed work week of 4 days (Monday to Thursday) under the City's newly adopted Compressed Work Week Policy Trial.
