Summary Of Job

ASAP is seeking for a consultant to serve as Human Resources Capacity Advisor to support ASAP project implementation in DRC. The consultants will be responsible for supporting USAID Local Partners (LPs) in DRC to address identified capacity gaps in the management of the Human Resources function. More specifically, the consultants will create Capacity Development Plans and provide technical assistance in the area identified in the Non-U.S. Organization Pre-award Survey (NUPAS) assessment.

Scope of Work
• Provide technical assistance to the local partners in DRC
• Participate in NUPAS Plus assessments if/as requested
• Develop or update capacity development plans (CDPs) for the four local partners in DRC
• Review Human Resources policies and procedures and ensure that they are up to date per the local labor laws.
• Provide support to update and revise policies, guidelines, forms, tools, etc.
• Research and recommend performance evaluation methods as needed (e.g. employee appraisal systems)
• Review and update job descriptions in the file
• Train hiring managers on candidate interview evaluation techniques
• Conduct internal surveys to gather employee feedback and identify areas of improvement
• Suggest new HR technology solutions to improve day-to-day operations (e.g. ATS and HRIS software)
• Conduct a salary survey for the LPs where necessary.
• Monitor key recruiting metrics, like turnover and retention rates.

Minimum Qualifications/Experience Requirements
• Master’s degree in Human Resources, Business Administration, or MSc/MA in HR or Organizational Psychology is a plus and at least five years of relevant experience in Human Resources and administrative management with International organizations or a bachelor’s degree in a related field of study and at least 10 years of relevant experience
• Familiarity with PEPFAR requirements, business requirements, programming, and policies
• Excellent communication/coordination and analytic skills
• Oral and written English and French language preferred
• Experience in building the capacity of local partner staff in HR management
• Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy
• Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills
• Ability to work with a high level of independence, using own initiative.
• Familiarity and experience in the use of digital tools
