Requirements
• Provide logistical, administrative, communications, and report editing support to Roving Field Specialists in DRC, CAR, and Ukraine, supporting USAID’s Bureau for Humanitarian Assistance
• Immediate start, within 5 to 7 days of contract offer
• 5-day workweek

Qualifications
• Strong background in logistics, finance administration, communications, and security situational awareness
• Strong writing and editing skills for program monitoring reports
• Qualitative data analyses expertise
• Previous humanitarian or international work experience, particularly in administration and logistics
• Fluent English and French language skills both spoken and written

Scope of Work DRC & CAR – Approximately 40% of time

Position Description:
• Manage consultant site visit tracker and create whereabouts reporting list
• Track the security situation in Eastern Congo and keep RFSs informed of any security threats or concerns
• Support special projects and ad hoc requests as assigned
• Maintain RFS activity calendars and schedules, including coordinating meeting times
• Update email distribution lists and emergency contact lists
• Prepare consultant expense reports for submission to HQ on biweekly basis
• Coordinate all administrative tasks for Roving Field Specialists, including logistics, transportation, and local agreements with local vendors and suppliers
• Address administrative issues as they arise, such as local vendor/local supplier relations
• Make travel arrangements as requested, including booking tickets, assisting with the acquisition of visas, updated mission orders, etc.
• Manage petty cash, petty cash, and submit regularly
• Manage vendors for rental cars security, business cards, and other in-country requirements
• Provide communication support through the replenishment of mobile and internet data
• Manage lodging, communications, and UNHAS account replenishment for RFSs

Editing support for DRC, CAR & Ukraine – approximately 60% of time
• Edit RFS reports per BHA and DART regulations, specifically paying close attention to grammar, usage of a direct and clear writing style, and cohesive sentence structure for Ukraine, DRC, and CAR
• Work with BHA and DART counterparts to ensure that the template used matches their needs for monitoring reports
• Attend periodic workshops on technical reporting and structure expectations with the Ukraine, CAR & DRC teams and BHA Focal Points

Position Qualifications
• Bachelor’s degree with a minimum 10 years of professional office experience
• Experience managing large budgets
• Experience working in conflict-affected zones
• Fluency in English AND French language proficiency
• Possess exceptional organizational skills
• Demonstrate strong attention to detail and excellent judgment
• Possess excellent oral and written communication skills
• Familiarity with qualitative data analytics best practices
• Strong working knowledge of Microsoft Office and Google Suite
• Be able to multi-task and work under deadlines
• Be capable of prioritizing tasks and following up on actions without prompting
• Be flexible and adaptable to changing circumstances
• Understanding of humanitarian aid
• Possible travel to Goma (DRC), Bangui (CAR) and Ukraine (Kyiv), to engage with consultants when needed

Deliverables
• Complete trainings and perform financial management duties such as petty cash custodian
• Biweekly submission of RFS expense and MIE reports
• Editing of RFS reports based for DRC, CAR, and Ukraine per BHA requirements
• Regular tracking and updating of RFS travel schedule
• Monthly lodging payments to RFS landlords
• Regular replenishment of UNHAS accounts in the DRC and CAR
• Reservation of RFS flights for site visits as needed
• Monitoring of security situation in Eastern Congo and Central African Republic
• Participation in biweekly Team calls
• Weekly submission of petty cash log (every Saturday at the latest)
• Request for cash as needed

Duration

The consultancy will be full-time through July 2023 from the assignment start date, with the possibility of an extension.

Working Conditions

The Consultant will not require an office but will work remotely from their home of record in Kinshasa, DRC. Incumbent may use transportation services to facilitate movements when withdrawing funds and making payments to various vendors, filling communication (phone credit and data) requests for RFSs, travel to Western Union, and replenishing UNHAS accounts.
