Overall Job Function

Reporting to the Senior Monitoring and Evaluation Officer, the DREAMS SI Officer will be responsible for data management and coordination of all DREAMS SI field-related activities and provide constant feedback to both the technical and program teams including health care workers in supported wards and health facilities. He/she will also ensure DREAMS data quality through site visits for mentorship and routine data quality audits. He/she will also establish and support a strong data demand and information use for DREAMS and ensure timely and accurate reporting to the Donor, MOH and the program.

Key Responsibilities
• Provide technical support to staff through mentorship in CHS-supported Wards on DREAMS data collection, collation, analysis and reporting of health information to relevant stakeholders using national and donor reporting systems.
• Take the lead in the timely collection, cleaning and reporting of monthly, quarterly and other routine data to the donor and other stakeholders.
• Support the implementation of web-based and mobile DREAMS-specific solutions to facilitate real-time data transmission and reporting.
• Support DREAMS data cleaning and monitoring of data entry into the DREAMS data capture systems through regular data quality audit for quality client management and reporting.
• Develop, disseminate and implement DREAMS related Standard operating procedures on data management and other procedures
• Contribute in the review and/or development of monitoring and evaluation tools and systems that are responsive to DREAMS data needs
• Organize and/or participate in DREAMS SI related capacity building activities targeting CHS staff; DREAMS staff; and other stakeholders
• Ensure regular supply of DREAMS data tools in all supported sub-counties
• Provide expertise in developing and/or review of indicators for monitoring and evaluation of DREAMS program performance
• Coordinate monthly meetings, support supervision and data review meetings in all supported wards
• Carry out RDQA for service delivery sites on a quarterly basis, provide feedback on data quality issues and implement the data quality improvement plan.
• Support initiation and tracking of quality improvement projects in DREAMS sites
• Strengthen data utilization for decision-making at sub-county level
• Participate in research studies that may be undertaken by CHS or any of her collaborating partners
• Provide technical lead in quarterly data feedback to county health management and sub-county management teams
• Document best M&E practices and disseminate the same to relevant stakeholders
• Respond to ad hoc requests for collection and analysis of data when the need arises
• Participate in regional and national stakeholders’ forums or conferences on health and give presentations during these meetings
• Carry out any other duties as may be specified by the supervisor

Person Specification
• Bachelor’s degree in biostatistics, Epidemiology, Health Records and Information Technology, Public Health, Computer Science, or its recognized equivalent.
• Minimum 3 years’ experience in monitoring and evaluation of DREAMS projects
• Strong proficiency in Microsoft Excel (Pivot tables, Dashboards, Power pivots, advanced excel formulas, conditional formatting)
• Proficiency in data real-time data collection applications including ODK.
• Working knowledge of PEPFAR, CDC, and MOH reporting requirements
• Sound understanding of DREAMS and public health programming.
• Demonstrated ability to independently complete assigned tasks.
• Ability to plan and prioritize own work under tight deadlines, as well as to work on own initiative and as a member of a team.
• Ability to work under pressure and meet strict deadlines and work with minimum supervision
