[What the role is]The officer plays a key role towards the Whole-of-Government approach to detect and deter maritime security (MARSEC) threats in the Port of Singapore and Singapore Territorial Water (STW). This is particularly important as Singapore is strategically located at the convergence of key shipping routes around the world, with up to 70% of the world’s global maritime economy transiting through the Singapore Straits. Maritime Security is important to safeguard Singapore’s strategic maritime interest and maintains Singapore’s status as the premier hub port as well as the international maritime centre.[What you will be working on]As a MPA representative, the officer will be seconded to Singapore Maritime Crisis Centre (SMCC) full time andserve as a subject matter expert for shipping industry developments, commercial shipping practices, and national and international regulations governing the shipping industry. Working closely with stakeholders, the officer is required to provide insights on maritime security and regulatory matters to support sharper sense-making to plan for a successful maritime operation. The officer will also be the key liaison between MPA departments and the seconded agency to ensure cross-agency initiatives are well communicated and executed. The officer will be required to support the conduct of exercises and workshops as well as training sessions/ visits/ seminars to enhance the Maritime organisation’s awareness and knowledge of the shipping industry.Other operational duties can also include :• Representing MPA on maritime security issues with other government agencies at various committees, working groups, and taking turns to perform secretariat function for these working groups etc• Part of the planning and execution team for the Whole-of-Government (WoG) maritime security operations for key coastal events, where the officer is required to be the MPA Liaison Officer and perform duties during these Maritime operations to ensure the security of major national events, which may fall on weekends and public holidays.• Performing Duty Officer duties (12hrs duty both day and night shift at the Command Centre) on an average of 4 times per month to manage incidents and ensure smooth operations.[What we are looking for]• Strong analytical, writing, communication and interpersonal skills, as well as able to work efficiently in teams• Highly driven, organized, and able to manage multiple priorities• Good knowledge of the shipping/ marine industry, with prior experience in this industry would be an advantage• Candidate with working experience in related security functions in the military or national security agencies as well as good understanding of the National Maritime Security System framework will have an advantage. • Candidate's job title at Singapore Maritime Crisis Centre (SMCC) will be in accordance with SMCC's job title framework.• Upon the completion of the 2-year contract, suitable candidate may have the opportunity to work in other Divisions within MPA or may have their contract extended further
