USAID Zambia’s Human Resources for Health (HRH) investments, especially through PEPFAR, focus on funding a vast variety of positions needed to end HIV and achieve epidemic control. As Zambia nears epidemic control, HRH investments - along with commodities/supply chain support and health care financing - remain significant vulnerabilities to a sustainable response. For example, the Ministry of Health has 126,000 positions on the staffing establishment, but 50% of these positions are vacant (and PEPFAR contracted staff are providing the outsourced services as a temporary solution to the vacancy rate). The new government has shown more commitment to health (for example, by budgeting for and starting the recruitment process for 11,200 Health Care Workers). More analysis is needed for greater optimization as the country shifts to a devolved or decentralized model of planning, management, and ownership of the HIV response.

In support of USAID Zambia’s efforts to optimize HRH investments the consultant will support the above two objectives.

Working with the senior consultant and aligned with the above Objective 1. USG HRH Program Data Analysis, the consultant will contribute to:
• Review the USG staffing footprint and % expenditures compared to the whole operating unit, identifying major variances across mechanisms and cadres of staffing supported by USG funded program areas in HIV service delivery
• Analyze existing HRH Inventory data against DATIM service delivery data, exploring productivity relationships against 95,95,95 targets
• Identify outlier PSNUs (subnational units) with misalignment of staffing to FY22 MER targets and achievements
• Identify staffing requirements, reconfiguration and budget for COP22 (FY23) TX, HTS, PrEP targets within the broader context of 95,95,95 targets
• Identify variance in HRH job categories (management, site level, community level), and cadre compensation between USG funded mechanisms and existing MoH requirements for HIV service delivery
• Develop a suggested HIV HRH transition plan with the aim of transferring USG HRH investments to MoH Zambia over time

Working with the senior consultant the consultant and aligned with the above Objective 2: National MoH HRH Optimization Analysis and HRH TA, the consultant will contribute to the:
• Review current Zambian MoH policies for HIV service delivery, devolution, Integration of health services, community health strategy and HRH performance management, outlining implications for optimal HIV service delivery
• Co-conduct with Zambian MoH, using existing data, National optimization analysis for HIV service delivery against agreed HIV 95,95,95 service delivery goals, with supporting implementation plan based on results (National level, with provincial level breakdown and site analysis for one teaching hospital)
• Transfer HRH optimization analysis and reporting competencies to MoH Zambia through coworking on activities
• Review the current implementation of National Health Workforce Accounts (NHWA) in Zambia and provide support to MOH in the implementation of NHWA Support Zambian MoH to implement agreed actions in line with the agreed HIV optimization plan

Specific requirements for this role would be:
• Significant experience working in the HRH field in the African context (+5 years)
• Experience using HRH optimization methods e.g. WISN, WISN plus POA preferred

From a practical point of view, you will have:
• Masters degree in public health or related degree
• Ability to travel throughout Zambia will be required
• Supplies and materials (ie. Laptop computer and access to printer or printing service) needed to complete the scope

You will be provided with:
• Reimbursement for travel-related costs
• Stipend for data and phone airtime
• Workspace and access to Ministry of Health office, as needed
