The City of Chicago Department of Cultural Affairs and Special Events (DCASE) supports artists and cultural organizations, invests in the creative economy, and expands access and participation in the arts throughout Chicagos 77 neighborhoods.
As a collaborative cultural presenter, arts funder, and advocate for creative workers, our programs and events serve Chicagoans and visitors of all ages and backgrounds, downtown and in diverse communities across our city to strengthen and celebrate Chicago.
DCASE produces some of the citys most iconic festivals, markets, events, and exhibitions at the Chicago Cultural Center, Millennium Park, and in communities across the city serving a local and global audience of 25 million people.
The Department offers cultural grants and resources, manages public art, supports TV and film production and other creative industries, and permits special events throughout Chicago.

Cultural Affairs Coordinator II, Performing Arts works at the senior level to produce programs, special events and festivals managed by DCASE and the city of Chicago.
The position works with musicians, performers, artists, arts organizations, arts communities, city contractors, event specialists and various technicians to showcase the talent of local, national, and international performances at the Chicago Cultural Center, outdoor spaces, and other venues throughout the City.
In this capacity, the position will perform the following duties:

ESSENTIAL DUTIES
• Serve as the lead Programmer of assigned special events, programs, and festivals by managing all performance aspects, including developing programmatic concepts, meeting schedules, developing project descriptions, marketing content, performance schedules, negotiating artist fees, contracts, and evaluation reports for assigned programs, festivals, and special events
• Events may include Dr.
Martin Luther King Breakfast, Chicago House Music Festival, Chicago Gospel Music Festival, Chicago Blues Festival, Taste of Chicago, Chicago SummerDance Celebration, Chicago Jazz Festival, and other programs, special events, and festivals as assigned
• Confer and work with the program director of production, deputy commissioner of programming, city departments, performers, managers, directors, technicians, partners, sponsors, media, composers, choreographers, technical contractors, arts organizations, club, and studio owners, etc.
to present successful and enjoyable events for the public and tourists while ensuring the goals and objectives of the city and department are met
• Engage in the planning and coordination of programs and events to ensure the efficiency and planning of activities.
Manage live meetings, onsite meetings, written memorandums and consistent follow up with staff, performers, contractors, vendors, arts organizations and sponsors to discuss production goals, policies, procedures, and opportunities for collaborations
• Oversee programs, review performance and program descriptions in advance to determine technical suitability, provide feedback, discuss areas for improvement, and make recommendations on effectiveness and future programming to ensure artistic needs and departments rules are followed and programs remain within budget
• Provide technical leadership and resources.
Oversee digital and archival documents of relevant artist roster, current and past productions of concerts, festivals, and special events.
Maintain computer databases, files, records, contracts, performance schedules, production timelines and scopes of services
• Negotiate service contracts with event producers, performers and vendors, and work with DCASEs contracts team in the procurement process to obtain the necessary labor and expertise to deliver high quality events.
Develop scopes of work for solicitations and confirm budget allocations and contractor ordering and documentation when contracts are awarded
• Work with various DCASE teams and other city departments, such as the contracts team in the procurement process to negotiate service contracts, develop scopes of work for solicitations, and confirm budget allocations and contractor ordering when contracts are awarded.
Work with the special events team in overseeing the acquisition of permits, insurances, and licensing to ensure the publics safety at events.
Work with DCASEs marketing and public relations team to develop marketing materials, obtain artist information and event details
• Manage and oversee all assigned program budgets and related expenses.
Negotiate and oversee budgets, event expenses, and payment processes, obtain estimates, process invoices, and track expenses to ensure fiscal responsibility
• Develop new and innovative production opportunities for DCASE to present its work to the public.
Conduct Internet research, community outreach, and relationship management with other events and festivals to further advance the production value of DCASE programs and events
• Perform related duties as required

Must be flexible to work early mornings, evenings, weekends, and holidays for festivals, events, and programs.
Work indoors and occasionally outdoors in extreme weather conditions and noise.

Qualifications

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelors degree, plus two years of program development or administration experience in the area of visual arts, performing arts or creative arts programming, or an equivalent combination of education, training and experience.

Equivalencies:
• Masters Degree or higher from an accredited college or university plus one (1) year of program development or administration experience in the area of visual arts, performing arts or creative arts programming
• Associates Degree from an accredited college or university plus four (4) years of program development or administration experience in the area of visual arts, performing arts or creative arts programming
• Six (6) years of work experience in program development or administration experience in the area of visual arts, performing arts or creative arts programming
