Job Summary

The Environmental Protection Advisor will form part of the the DBS Health, Safety and Protection Team as such will be responsible for the provision of specialist, technical and administrative advice on all aspects of environmental protection, sustainable development and conservation for DBS in accordance with JSP 418. When required provide operational support to the DBS Health, Safety and Protection Team as directed.

This position is advertised at 37 hours per week

Applicants should note that DBS has recently undertaken a review of its operational locations in the North West, and will consolidate all activities in Blackpool. This means that DBS staff will move from both Walker House (Liverpool) and Cheadle Hulme in the late Summer of 2023 and initially relocate to Tomlinson House (Norcross). A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.

As a result, all vacant DBS posts in the North West will be advertised at Tomlinson House (Norcross). There is, however, an expectation that all DBS staff, irrespective of their agreed duty station, will travel to other DBS and/or MOD site(s), as required, to complete all necessary training and to participate in team or additional collaborative activities – detached duty terms may apply. Terms of transfer have been negotiated for DBS posts relocating in the North West. DBS also supports Flexible Working, which can be discussed in more detail at interview.

Job Description

Key Responsibilities of the role are as follows:
• Develop and implement the DBS Environmental Management System in accordance with JSP 418, ISO 14001 and DSA 01.01.
• Provide advice and support to Estates Teams in the writing and implementation of site Environmental Management Systems ensuring that all sites comply with the statutory/mandatory requirements.
• Produce the DBS monthly Environmental and quarterly performance reports and statistics as required against the targets and objectives in the DBS HS&EP Action Plan.
• Lead and develop the implementation of the DBS Climate Change & Sustainbilty (CC&S) Plan.
• Lead and develop the implementation of the DBS Greening Government (GGC) 2020-2025 Delivery Plan to support DBS in achieving its disaggregated Defence targets.
• Co-lead in the hosting of the DSA & CESO HS&EP audits; providing advice to wider HS&EP DBS Estates Teams as required.
• Lead on the Assurance Action Plans for all matters Environmental resulting from audits from DSA & CESO and other regulatory bodies.
• Advising and disseminating information on legislative, MOD/DIO Environmental Protection (EP) Policy.
• Provide written and statistical input to the ELT with Quarterly Ops Boards reports and statutory compliance reports with regards Environmental matters.
• Create and provide written and statistical input to the HS&EP ELT dashboard.
• Suport the Estates H&S Advisors in carrying out internal HS&EP audits of all DBS Sites and write detailed Post Audit Action Plans detailing recommendations for improvements in Environmental matters.
• Responsible for the promotion, monitoring and measuring of performance against DBS initiatives, objectives and targets for Sustainability and Environmental Protection.
• Provide advice/guidance and support to the DBS Sustainability Champion.
• Carry out environmental site inspections across DBS sites including ditches and site inlets and outfalls. This will sometimes require accessing areas outside of the perimeter fence but still within the MOD’s AOR.
• Investigating all EP related complaints and reporting Notice(s) taking appropriate action as required.
• Maintaining a close liaison and establishing a positive working relationship with regulatory bodies, MOD, DIO technical specialists, Amey, Project Aquatrine, Local Councils and neighbouring land owners.
• Promote a positive environmental culture across DBS by initiating/supporting environmental initiatives/campaigns and regularly engaging with DBS sites and relevant stakeholders in other organisations to share ideas and identify areas of good practice.
• Represent DBS interests at Defence and Government Enviro WGs committees, networks etc.
• Promote Continuous Improvement and take an active role in Estates Projects and initiatives.
• Undertake other duties within the DBS Estates commensurate to the grade and role as directed by the Line Manager.

Person specification

The individual will need to be highly organised, with demonstrable communication, capable IT skills, interpersonal and relationship management skills. The role requires initiative, management of priorities, balancing a busy workload and being able to be agile to changing demands.

The post does not offer relocation expenses.
