DEFINITION
Under the general supervision of the Emergency Medical Services (EMS) Supervisor or higher-level officer, an employee in this class performs the initial assessment and management of injury or illness to patients in accordance with specified protocols and procedures.
This is specialized work in the protection of life and property through the performance of emergency medical services for the Virgin Islands Fire and Emergency Medical Services (VIFEMS).
DUTIES (NOT ALL-INCLUSIVE)
Responds to all emergency medical requests and renders EMT basic assistance to all patients as required.
Performs initial and management of illness or injury to patients in accordance with specified protocol and procedure.
Prepares or assists in the preparation of patients for transport, ensuring compliance with emergency medical transport regulations, protocols, and procedures.
Provides direct EMT basic and comprehensive patient care as required in each individual case.
Leads, guides, and/or assists in the training of students as specifically assigned.
Follows established departmental policies, procedures, and objectives. Maintains quality improvement objectives, safety, environmental, and/or infection control standards.
Checks emergency medical equipment to ensure serviceability and compliance with safety and infection control regulations and standards.
Completes and transfers patient care information and records as per established procedures.
Answers multi-line telephone system.
Processes all emergency and non-emergency calls, when assigned to dispatch.
Transmits and receives transmissions on the radio system.
Makes decisions as to categorization of emergencies received from 911 calls.
Exercises strategic selection of emergency fire and/or rescue apparatus to accomplish the goals of saving lives and property.
Performs other related duties as required.
MINIMUM QUALIFICATIONS
High School Diploma or its equivalent, and National Registry as an Emergency Medical Technician (EMT).
FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of the application of EMT basic protocol, and procedures.
Knowledge of the application of on-site emergency medical protocols and procedures.
Knowledge of the use and care of emergency medical service equipment.
Knowledge of the use of emergency medical transport procedures, facilities, and equipment.
Knowledge of related certification and re-certification requirements.
Knowledge of rules and regulations, collective bargaining agreements (CBAs), and policies and procedures manuals.
Skill in the application of EMT on-site emergency medical protocol, and procedures.
Ability to react calmly and effectively in emergency situations.
Ability to maintain quality, safety, and/or infection control standards.
Ability to provide support to other EMT staff, volunteers, and/or students.
FACTOR 2- SUPERVISORY CONTROLS
Work is performed under the direction of the Advanced Emergency Medical Technician (AEMT) who provides supervision over continuing assignments by generally indicating what is to be done and when limitations and scheduling is expected. Work is reviewed and evaluated for accuracy by the EMS supervisor.
FACTOR 3- GUIDELINES
Guidelines includes VIFEMS Policy and Procedures Manuel, the VIFEMS Exposure Control Policy, departmental policies and procedures, rules and regulations, and Collective Bargaining Agreement (CBA).
FACTOR 4- COMPLEXITY
Work consists of a wide range of duties and responsibilities. The incumbent must appraise the situation, ensure the proper quantity of response of personnel and equipment to the site, and synchronize operations with fire and law enforcement personnel. He/ She ensures the pickup and return-to-service of equipment at the emergency scene and operates equipment as needed.
FACTOR 5- SCOPE OF WORK
The purpose of work is to respond to emergency calls, secure emergency scenes, calm distraught victims, relatives, and others, and keep them informed of operational progress.
FACTOR 6- PERSONAL CONTACTS
Contacts are with co-workers, personnel within the Virgin Islands Fire and Emergency Medical Services Department, Department of Health, Police Department, and other external agencies, patients and family members, and the public.
FACTOR 7- PURPOSE OF CONTACTS
Contacts are made to advise, provide, or obtain an exchange of information, resolve difficulties, and control the work performed by EMTs. (Some persuasion may be necessary to obtain agreement and resolve conflict when dealing with uncooperative, difficult, or hostile people).
FACTOR 8- PHYSICAL DEMANDS
Work requires extensive physical activity which requires strenuous physical work; heavy lifting, pushing, and/or pulling of objects over fifty (50) pounds with considerable exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
FACTOR 9- WORK ENVIRONMENT
Work involves exposure to potentially dangerous materials and situations that require following extensive safety precautions and may include the use of protective equipment
