Job Description

General Manager performs the following duties and responsibilities:

1) organizes work to monitor compliance with the labor legislation of the Republic of Kazakhstan in the School and timely informs the management to prevent violations;

2) controls the process of personnel records management and accounting of working hours of the School staff;

3) monitors compliance with internal documents of the University and School in the field of human resource management;

4) organizes work on the implementation of modern standards in the field of human resource management of the School;

5) develops and improves internal documents regulating the processes of recruitment, adaptation, training and professional development, evaluation and motivation of personnel;

6) develops the organizational structure, staff schedule and planning of the School's remuneration Fund, together with the concerned structural divisions of the University;

7) organizes the work and controls over timely entry and updating of data in information systems for personnel accounting;

8) organizes the work and carries out control over document management of the School;

9) organizes the work and controls over the maintenance, storage and timely submission to the University archive of personal files and administrative documents on the staffing of School employees;

10) takes participation in planning the number of School staff;

11) prepares the necessary information, reporting, and statistics on School staff;

12) controls over the organization of the School staff selection procedure;

13) ensures compliance with the personal data protection in accordance with the internal regulations of the University and the legislation of the Republic of Kazakhstan;

14) provides assistance in the development of internal documents of the University and compliance with their requirements, within the supervised direction;

15) provides assistance to the head of the School in coordinating business trips and vacations of administrative staff and teaching staff of the School;

16) ensures performance management and individual development of staff in accordance with Performance Management and Professional Development Policy;

17) participates in identification, evaluation, management and monitoring of risks within the framework of supervised direction;

18) temporarily performs the duties (replaces) of the Chief Administrative Officer during his/her temporary absence (up to one month);

19) timely and properly executes the tasks of the line manager and the University`s management;

20) observes the requirements of the legislation of the Republic of Kazakhstan and the Employer`s internal documents;

21) is responsible for exercising the labor and performance discipline;

22) is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access in accordance with the legislation, Charter and internal documents of the Employer;

23) in case of dismissal, is responsible for timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer).

Qualifications

Education

Higher professional education. It is preferable to have a diploma from a higher educational institution with the English language of instruction and medium of assessment. A master’s or doctorate degree is preferable.

Work experience

Seven years minimum, at least three of them supervising people. Minimum five years with a Ph.D. degree in the relevant area

Knowledge

- Knowledge of the labor legislation of the Republic of Kazakhstan, as well as the legislation of the Republic of Kazakhstan in the field of education;

- knowledge of principles, practices, and functions of effective human resource management;

- knowledge of MS Office programs;

- fluent English, Kazakh and Russian languages
