Roles, Responsibilities, Requirements

About First Solar and this position:

First Solar is a leading global provider of solar panels with over 25GW installed in more than 35 countries. The company designs, manufactures and sells PV solar panels with an advanced thin film semiconductor technology. First Solar has been present in the EU solar market since 2006, where 5.2GW its PV technology is installed. It also offers global recycling services for its PV panels and operates industrial-scale, high-value recycling facilities in Europe, the US, Vietnam and Malaysia.

First Solar is looking for a government affairs manager to help implement its strategy for the European market. The successful candidate will report into First Solar’s Global Sales, Marketing, Policy and Sustainability team, and will be responsible for managing regulatory risks, both at European and national level, and for implementing strategies to valorize First Solar’s sustainability differentiations in various European markets.

Main Responsibilities:

External Advocacy
• Implementation of Advocacy strategies, including:
• Regular interaction with officials from the Commission, Parliament and Permanent Representations.
• Secure and lead advocacy meetings in selected member states
• Adapt and refine agreed advocacy strategies to best react to legislative and regulatory developments
• Monitor and influence legislative and regulatory developments at both EU and country level, focusing on WEEE, REACH, RoHS, Ecolabel/Eco-Design, waste legislation and energy, trade and sustainable finance regulations affecting renewables in general, and PV, in particular.
• Develop relationships and network of key EU stakeholders involved in the drafting and amendment of these files
• Track and monitor positioning of relevant industry and environmental organizations
• Develop and extend a network of contacts in EU member states which are relevant to First Solar’s business development strategy.
• Leverage EU based industry trade associations to position First Solar.
• Leverage First Solar agenda and thought leadership
• Draft position papers and trade association argumentation.
• Build alliances

Internal responsibilities
• Support Europe International Business Development Team’s sales objectives through GA action plan in targeted key markets
• Prepare executive briefing documents for both internal and external audiences
• Develop and coordinate internal positioning throughout the regulatory review cycles
• Work closely with the First Solar Communications & Sustainability team to develop core messaging (proactive and reactive)
• Manage the work of external resources such as consultants and law firms working on GA Europe projects

Requirements:
• Deep understanding of the EU regulatory processes and advocacy campaigns essential
• Established network of contacts in the EU institutions (Parliament, Commission) and EU community (industry associations, NGOs etc.)
• Background in EU Trade, environmental, energy, chemical policy a plus
• At least 7 years of relevant work experience in a public affairs role in a multinational company, EU institution, consultancy or EU trade association.
• Masters degree (EU affairs, Environmental affairs, Political Science, Law, Economics …)
• Fluent in English and an additional EU language (Italian/Spanish a plus)
• Willingness to travel: Expected travel time between 15 and 20
