Mission and objectives

The Joint Office (JO) is a unique UN Structure created in 2006 following the UN Reform, that integrates three funds and programs of the United Nations, UNDP, UNFPA and UNICEF, car-rying out their activities in an articulated manner, respecting the mandates of each of these organizations. The mission is to address the needs of the vulnerable population, including children, women, youth and persons with disabilities. The objectives are to provide technical and financial assistance to national partners and its agencies counter parts on strategic and programmatic issues related to development finance, public administration, employment, gov-ernance, environment, and climate change (UNDP); on sexual and reproductive health, de-mographics issues, gender equality and women’s empowerment, gender-based violence (UN-FPA), children’s rights, particularly education, health and protection (UNICEF).

Context

Notable progress has been achieved in the education sector, where the schooling rate has significantly increased. There was a strong expansion of pre-school coverage, reaching 82% by 2019, but with the pandemic there was a setback and the rate fell to 65% (ME, 2021). In 2020, the net primary school enrolment rate was 92% and for secondary school 75%. The completion rate was for primary education was 95% for girl and 89% for boys. Primary and secondary teachers are mostly qualified to teach. In terms of dropout, it is more frequent in secondary school (6.8%, and 1% in elementary school) and for boys (boys 8.1% and girls 5.3%), the main causes being the school failure and entering the job market. The issue concern the quality of education, there are disparities in terms of access, especially for children and adolescents with disability and mainly in the quality of the service and the relevance of learning. Data from the ministry of Education refer that, the large-scale assessment conducted in 2019, showed progress in learning Portuguese (official language) good performance in reading (above 60% pupils), some improvement in written production (about 45% of the students were able to complete the exercises) but not in the explicit knowledge of the Portuguese. But regarding Maths there are several problems in the areas of data interpretation, problem solving and geometry and measurement, the students showed numerous difficulties, especially geometry (about 90% couldn’t perform the exercises). Teachers still having low capacity on pedagogical and curriculum management, learning evaluation, pedagogical differentiation and still a deficit of digital skills. There’s also a deficit of appropriation and use of mechanisms for information management and decision making based on statistical evidence and not only at different levels of management. The implementation of a more efficient and performant information management and monitoring system is necessary to improve the quality in Education and a UN Volunteer would be an asset to support the country in this regard. He/She can contribute to the awareness and mainstreaming quality of Education info data management JO’s activities.

Task description

Under the direct supervision of Programme Specialist for Education and Early Childhood Development the UN Volunteer will undertake the following tasks: – Perform Information Management activities for the Education – Assist in collecting, mapping and analyzing data on the quality of education (access and learning); – Maintain contact with Ministry of Education and ensure adequate reporting and information sharing; – Effectively use and transfer information about quality Education to, from between JO and other stakeholders; – Assist in preparing awareness material and knowledge management products; – Assist in organizing and participating in scoping missions, workshops and training sessions; – Support to Education Portfolio Programme development and planning; – Support monitoring of the Education Portfolio Annual Working Plan and the elaboration of Quarterly and Annual Report from education quality lens;

This assignment is funded by the Government of Spain and therefore specific criteria apply: – Candidates must be Spanish nationals. – Candidates who already served on a UN Volunteer Specialist assignment funded by the Government of Spain are not eligible. – Candidates may apply to a maximum of three assignments and indicate the order of preference in the ‘Additional remarks’ field when filling in the application form. – Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment. Required experience

3 years of experience in Information Management, Monitoring and Evaluation of Social Projects. • Previous experience in social field (preferably on Education). • Knowledge of the Bill of Rights and the main Human Rights Treaties. • Strong interpersonal, communication/presentation and negotiation skills. • Highly organized and independent/motivated. • Research ability; strategic, analytical and drafting abilities. • Excellent writing and drafting skills in English as well as good communication skills, flexibility and internet research capabilities. • Ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

Living conditions and remarks

Cabo Verde is a small island African state of at least 10 islands and several islets, around 450 km off the coast of West Africa, has marvellous mountainous landscapes. However, the islands are poor in natural resources, prone to drought and have little arable land. Cabo Verde is one of the most urbanized countries in Africa, more than 60 per cent of the population living in urban areas. Roughly a quarter of the urban population alone lives in Praia, the capital of the island state. The main languages spoken are Portuguese and Cape Verdean creole. One of the key challenges is a lack of affordable housing for the low-income population. One quarter of the country’s population is considered poor. Typically, people settle and build houses of varying quality, which are very often left unfinished. Praia, the capital, offers good and safer housing options, mainly in neighbourhoods to the South, Southwest, and Southeast parts, to name few: Prainha, Achada Santo Antônio, Chã d´Areia, Palmarejo, Palmarejo Baixo, Palmarejo Grande, Plateau,etc. Most banks change travelers’ cheques and cash (except the West African CFA) and have ATMs. Credit cards are not widely accepted. As an expat in Cabo Verde, one must be prepared for medical emergencies for himself/herself and his/her family. The UN has an in-perimeter clinic with a permanent Nurse, during working hours, and a Physician that is available every weekday, through previous scheduling.
