The Opportunity :

Abt Associates seeks a qualified, mid-level Monitoring Evaluation and Learning (MEL) Specialist for the USAID-funded Benin Health Systems Strengthening (HSS) based in Cotonou, Benin. The purpose of the HSS activity is to strengthen and enhance the health system to deliver quality health services; to support the Government of Benin to ensure that health services in select public and private facilities are sustainably improved and effectively utilized to reduce child, neonatal, and maternal mortality. The activity will strengthen the management of human resources for health, increase data availability and use, increase private sector investments, and strengthen the implementation and scale up of Universal Health Coverage.

The MEL Specialist will report to the Chief of Party, and work closely with the MEL Specialist based in the Home Office (HO) in the US.

Core Responsibilities :
• Develop and execute the MEL Plan for the project.
• Design methodologies and tools to monitor the progress of project activities and outcomes.
• Develop and implement standard operating procedures for data collection and quality assurance.
• Regularly update the Project team on the workplan progress implementation in terms of timely achievements of project objectives, deliverables and products.
• Collect, analyze, and report program performance data and indicators for submission to USAID, in close coordination with the technical team and the HO MEL Specialist.
• Lead the data verification process and quality assurance of the data, product and deliverables reported to the Government of Benin and donors.
• Input performance indicators into quarterly and annual reports as needed.
• Lead the integration of both activities into the HO monitoring databases by working closely with the HO MEL Specialist and uploading data as needed.
• Lead the development and implementation of evaluations and assessments, including creating a methodology and data security plan, in coordination with the technical team and subcontractors/consultants.
• Lead documentation of Project activities, best practices and lessons learned.
• Develop presentations and training materials on MEL, program results, and learning sessions.
• Contribute to the development of informational materials about the HFSI and HSS Projects.
• Lead the development of learning questions and a learning agenda.
• Champion the development, facilitation and documentation of learning through quarterly pause and reflect sessions.
• Create data visualizations and PowerPoint presentations to demonstrate project progress, achievements and/or impact.
• Lead the development of tools and best practices for data integrity and security.
• Implement other duties required by the DCOP or COP.
