Position Summary

Provide administrative leadership and management of the Facilities Department Capital Improvements Program. Areas overseen include: long range facility planning, capital project delivery, program controls, and the District's environmental health and safety program

Reporting Relationship

Report to the Executive Director of Operations and Administration, Facilities Director, or unit head.

Minimum Qualifications

Bachelor's degree in architecture, engineering, construction management, urban planning, or related degree, and five years of experience at a managerial or supervisory level in a design or construction program with multiple simultaneous projects.

Preferred Qualifications

• Registration as a professional Architect of Engineer in the State of Minnesota.

• LEED Accredited Professional

• Experience managing a large construction program in the public sector

Responsibilities

The essential functions include, but are not limited to, the following fundamental duties:

Perform a full range of managerial, administrative and supervisory functions commensurate with the level of this position; supervise the Facility Planning, Capital Project Delivery, Program Controls, and Environmental Services teams.

Provide a full range of managerial, administrative and supervisory functions to the entire Facilities Department upon the request of and in coordination with the Facilities Director (or unit head).

Lead the development of strategic plans relating to building construction and environmental safety at the district; develop long range plans for dedicated funding sources; evaluate operation and maintenance needs of facilities in a strategic context; provide cost estimates for work; schedule capital and deferred maintenance projects.; conduct space utilization studies of district facilities to identify the capacities of facilities and efficient uses of space; make recommendations to facilitate program needs.

Manage the budgets for various funds, including certificates of participation, capital bonds, Long Term Facilities Maintenance revenue (both bonds and levy), and operating capital; work closely with the Chief Financial Officer to develop and implement funding strategies for supervise cash flow projections for building construction funds.

Develop district design and construction standards, policies, and procedures; ensure consistency in their use across functional areas. Develop appropriate program controls for the scale of construction program.

Supervise the construction administration process, including ensuring that construction contracts comply with prevailing wage and other labor issues; review change orders and other documents which define or alter the construction contract; monitor construction contracts.

Manages all budgets, schedules, scope development, design and construction contracts, documents, procedures and controls for assigned projects

Resolves complex construction-related issues, disputes, and disagreements.

Establish key performance indicators for the capital improvement program.

Coordinate planned and emergency environmental abatement and construction projects related to environmental health and safety; plans and directs the implementation of environmental health and safety inspections and other related projects in district facilities; ensure OSHA compliance and direct the submission of OSHA reports as necessary.

Contribute to the District's Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources.

Perform other related duties as assigned.

Knowledge, Skills and Abilities

Considerable knowledge of all phases of architectural design, from master planning and pre-design to construction administration and project close-out.

Considerable knowledge of applicable building codes and standards (including, but not limited to, the Life Safety Code, Minnesota State Building Code, Americans with Disabilities Act and ICC A117.1, Health Codes, and ASHRAE standards.)

Considerable ability to develop strategic plans and recommendations and to implement building projects and environmental and safety programs.

Considerable knowledge of construction practices, contract management, project delivery methods, public procurement, and procedures.

Considerable knowledge of the use of computer and data systems as they related to construction program management

Working knowledge in compliance and reporting requirements of regulatory agencies.

Exceptional leadership and conflict management skills.

Exceptional interpersonal skills.

Exceptional ability to communicate effectively, both orally and in writing.

Considerable skills in the management of public sector personnel and other classified personnel represented by bargaining groups, including working knowledge of the progressive discipline process.

Advocate, model, learn, and implement St. Paul Public School's Racial Equity and Gender Inclusion Policies, in Public Purchasing and Contracting and other board policies.

Pay, Benefits & Work Schedule

This is a 12 month position working 40 hours per week.

Salary and benefits are in accordance with the SPSO negotiated labor agreement. The labor agreement and salary schedule can be found at https://www.spps.org/Page/33566 . The minimum rate of pay for this position is $90,363.
