Summary

The Human Resources Director works to accomplish best practices and compliance of human resource functions in accordance with legal and state, federal, and local contract requirements, SAL Community Services (SAL) policies, strategic plan, CEO, and Board of Directors to elevate day-to-day operations, personnel, and financial health and growth. The position will define objectives priorities and deadlines, and assist leadership and employees to enhance their leadership and positive contributions to SAL. This position is designated as the Human Resources Subject Matter Expert within the organization and reports to the CEO.

Essential Functions include the following. Other duties may be assigned.

Employee Relations, Compliance, and Risk Management (40%)
• Contribute to strategic goals of organization by driving initiatives in compensation management, benefit management, organizational development, employee relations, health and safety, diversity, equity, and inclusion, training and development, talent management, etc. by being aware of business trends, developing plans, and implementing effective processes.
• Responsible for direction, consultation, training and dissemination of personnel related information to management, staff and Policy Council to include wage and hour laws, civil rights laws, health and safety, etc. as well as internal personnel policies and procedures.
• Work closely with executive leaders and management to advise, counsel, and provide coaching and resolution to address employees’ performance by providing guidance for coaching, counseling, career development, and disciplinary actions.
• Research, analyze, interpret, revise and create policies and procedures for legal, performance standards, and best business practices involving human resource issues that support the organization’s strategic direction.
• Create, update, and disseminate bi-annual Employee Handbook updates to the organization in accordance to the latest compliance and legal standards after approval of the Policy Council.
• Standardize and monitor human resources processes according to policies throughout the organization.
• Collaborate annually on completion and compliance of the risk management manual.
• Research and oversee the annual evaluation, classification, and rating of job positions, benefits, and compensation programs.
• Respond to staff grievances and complaints, following processes and other legally mandated guidelines. Perform related investigations and documentation when warranted.
• Anticipate and resolve litigation risks.
• Create, maintain, and track historical personnel related data, reports for use in organization planning as well as informing leadership, The Board of Directors, and Policy Council.
• Participate in short- and long-term planning, budgeting, and program review for the organization in areas such as employee engagement, staffing, recruitment, and retention.
• Collect HR-driven data and submit required reports necessary for contract compliance, strategic goals, and workforce monitoring as needed for contract and legal compliance for items such as turnover.
• Recruit, prepare interview process, and onboard all leadership-level positions.

Culture Building and Employee Engagement (40%)
• Responsible for maintaining a highly engaging culture that motivates employees and fosters an environment with high levels of teamwork, accountability, and communication to employees.
• Lead the Diversity, Equity, and Inclusion Committee and initiative.
• Coordinate meetings/trainings and materials related to diversity, equity, and inclusion.
• Coordinate work related to the Diversity, Equity, and Inclusion Committee, including scheduling meetings and preparing materials for meetings, creating action from decisions made to implement organization wide.
• Gather and effectively communicate resources available to assist units in meeting established diversity, equity, and inclusion goals.
• Organize events to advance the goals of the Diversity, Equity, and Inclusion Committee and/or enhance diversity efforts as needed.
• Work closely with management and employees to provide consultation and guidance to improve work relationships, build morale and increase productivity and retention.
• Promote ethical and cultural awareness to the workforce through training, development, and consultation.
• Develop and manage training and development HR needs for leadership team.
• Oversee annual Climate Survey process, analyze results, disseminate results to leadership team, and recommend annual goals and communication needs in response to results.

Supervisory Responsibilities (10%)
• Responsible for overall direction, coordination, and evaluation of the Human Resources Department staff.
• Ensure the responsibilities, authorities, and accountabilities of all subordinates in accordance with organization and grantor policies and applicable federal and state laws.

Qualifications:
• SAL Community Services requires all employees to be fully-vaccinated with the COVID-19 vaccine and show acceptable proof of documentation. Reasonable accommodation requests will be considered as required under applicable law.
• Bachelor’s Degree in Human Resources, Business Administration or applicable related field with a minimum of five years’ experience in a human resources strategic leadership role is required. Active professional Human Resource certification (PHR) and/or Society for Human Resource Management Certified Professional certification (SHRM) or willingness to complete within 1 year of employment. Proficient in Microsoft Office software such as Microsoft Excel and Word, and other basic computer applications.
• Effective communicator with ability to read, analyze, and interpret general business periodicals, technical procedures, or governmental regulations. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions from groups of managers, clients, board of directors, and the general public.
• Problem solver and critical thinker to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to define problems, collect data, establish facts, and draw valid conclusions.
• A collaborative and flexible style, with a strong service mentality; need to be seen as a team player committed to lifelong learning; hands-on employee with integrity and a desire to work in a dynamic, demonstrated commitment to the social sector with a passion for the mission is essential. Maintain high attention to detail. Ability to proofread and make edits as necessary. Highly developed organizational skills and ability to multi-task are required.
• Must be willing to travel in and out of the community. Current, valid Driver’s License and proof of auto insurance required.
• This position is required to regularly remain in a stationary position, move or traverse, and use hands, fingers, and vision to operate computers. The employee must be able to lift 10 pounds. Corrected vision and hearing aids may be used to have capacity for normal range required for seeing/hearing children, greeting visitors, answering phones, and interacting with others. This position works indoors and is fully on-site
