Scope and Objectives

The objective of the Djibouti CEAA Activity is to strengthen citizens’ participation and advocacy for more responsive governance to priority public needs.

The CEAA Activity has three Intermediate Results (IRs) that will be implemented:
• IR1: Strengthened Enabling Environment for Civil Society Organizations (CSOs)
• IR2: Increased Capacity and Effectiveness of CSOs to Advocate for Local Government Accountability and Transparency in Service Delivery
• IR3: Gender-Based Violence (GBV) Prevention and Mitigation Promoted with Special Emphasis on Female Genital Mutilation (FGM)

The activity is currently in the start-up phase of implementation and will operate for four years, through November 7, 2025.

Position Summary

The Grants and Procurement Coordinator will report to the Grants and Procurement Manager. S/he will be responsible for helping overseeing grants and procurement efforts under the USAID/Djibouti Citizens Engagement for Advocacy and Accountability (CEAA) Activity. S/he will be responsible for supporting the manager with the development, oversight, and implementation of the CEAA grants and procurement plans, templates, policies, and procedures. S/he will help ensure the coordination and understanding of and adherence to USAID regulations and Kaizen policies. Please submit your CV in English when applying for this position.

Responsibilities:
• Support with the development, regular updating, and annual review/revision of the CEAA grants and procurement policies and procedures
• Organize necessary documents for the implementation of CEAA grants and procurement policies and procedures
• Provide staff training on grants and procurement under the CEAA Activity
• Oversee the day to day activities of CEAA related to grants and procurement
• Oversee compliance to USAID regulations and Kaizen policies and procedures related to grants and procurement
• Establish and manage grants and procurement trackers and all documentations are maintained
• Ensure procurements are completed as per Kaizen policy and USAID regulations
• Conduct internal quality assessments against CEAA grants and procurement efforts, including assessments of grantees and vendors
• Provide support and ad-hoc reports to Chief of Party on grants and procurement initiatives; and
• Other tasks as reasonably assigned.

Qualifications:
• At least a bachelor’s degree or higher in a relevant field such as international development, political science, statistics, or public policy/administration
• At least 3 years of experience in grants and/or procurement for international development projects in Djibouti. Experience on USAID-funded projects is preferred
• Must have demonstrated experience in preparing and supporting grants and/or procurement tools, templates, policies, and procedures to international development donors under supervision
• Familiarity with CSOs and governance environment in Djibouti is a plus
• Must have English proficiency sufficient to conduct all aspects of project business and operations
• Strong work ethic, critical thinking abilities, and history of excelling at his/her work with minimal oversight
• Must have proven experience in managing own time and schedule
• Must be fluent in French; and
• Must be a Djiboutian citizen.
