Opportunity

R4D is seeking a Sr. Monitoring, Evaluation, & Learning (MEL) Officer for the multi-year, Djibouti Early Childhood Education (ECE) activity, a USAID-funded project. The Djibouti ECE project will expand access to ECE, support regulation to increase quality of ECE in Djibouti, develop the capacity of the private and public ECE workforce, engage parents and communities in their children’s early childhood education, and increase school readiness of Djibouti’s next generation.

The Sr. MEL Officer will lead significant monitoring, evaluation, and learning activities including supporting the development of a tailored direct child assessment, design and implementation of a program evaluation, design and implementation of adaptive learning activities (see additional detail below), and working collaboratively with the funder, implementers, and the government to put this evidence and learning into practice.

The Sr. MEL Officer will report to the MEL Director, work closely with the program team in Djibouti, and coordinate with the DC-based Principal Investigator.
Responsibilities

• Support the evaluation of the implementation of the program’s new preschool curricula.
• Collaboratively design and contextualize a school readiness assessment (e.g. adapted EGRA).
• Support on MEL deliverables, including the Activity Monitoring and Evaluation Plan (AMEP).
• Co-facilitate workshops with implementing partners, government stakeholders, and community members to put evidence into practice.
• Collaborate closely with the MEL Director on all aspects of program monitoring, evaluation, and learning.
• Integrate USAID’s Collaboration, Learning, and Adapting (CLA) principles into the workplan and demonstrate ability to work within this adaptive framework.
• Lead on data collection activities, including training and managing the data collection team toward high-quality data.
• Support the development of relevant USAID Bureau strategies and theories of change.
• Participates fully as a member of R4D by contributing, assisting and participating in projects, activities, and initiatives as requested by management

Qualifications

• Master’s degree in economics, data science, statistics, education, or a related field.
• A minimum of 7 (seven) years of experience in the design, management, and implementation of MEL activities with a proven record of generating actionable evidence to shape programs and policy in Ethiopia or Djibouti, including developing and implementing M&E plans and results-based management for complex programs.
• Proven track record demonstrating collaboration skills, project management, and data collection team management, and resource management experience.
• Prior experience implementing USAID or other government programs required, including knowledge of and experience working with USAID policies, strategies, priorities, M&E systems, and CLA approaches. Experience in nutrition, public health or other fields related to multi-sectoral nutrition is strongly preferred.
• Strong quantitative and qualitative research background.
• Ability to facilitate the cross pollination of learnings through combination of past research and programing experience.
• Approachable management style focused on helping teams and projects succeed.
• Prior people and project management experience preferred, including coaching, mentoring, and capacity building.
• Ability to prioritize and balance multiple activities/work streams, and the ability to communicate and delegate tasks clearly and effectively.
• Strong time management, delegation, and prioritization skills.
• Excellent written and oral French and intermediate proficiency in English required.
• High social/emotional intelligence, and able to give and receive direct feedback professionally.
