Overview

RTI is an international, independent not-for-profit organization dedicated to improving the human condition through multidisciplinary technical assistance, training and research services that meet the highest standards of professional performance. We are currently seeking qualified, experienced, dynamic, and highly motivated candidates for a Project manager position for the Digital Health Contract contained within the Millennium Challenge Corporation’s (MCC) Health and Horticulture Compact’s Health System Strengthening project (LMDA/CD/C/09/2022 Procurement 4: Digital health services), based in Lesotho.

Responsible for overall policy, project management and performance to client requirements and satisfaction, and in conformance with RTI policies, procedures, and guidelines. The Project Manager will work closely with the Project Director, and ensure smooth coordination with consortium partners, the government authorities, and other partners to assure technical and operational management and quality control.

Responsibilities
• Monitor the overall operational and technical quality and completion of project deliverables
• Responsible for the accuracy of project timelines, tasks, milestones, resource requirements, costs, risks, and execution
• Using MCC’s DH performance indicators, address project performance issues and maintain alignment with the DH strategic goals
• Support the Project Director in the definition and execution of project activities and the development of plans, schedules, budgets, and deliverables
• Monitor and review project budget and expenditures, financial forecasts, working with business partners to ensure compliance with corporate and client regulations
• Review deliverables invoicing and staff LOE for accuracy and timeliness
• Collaborate with Project Director to identify and manage risks and actively participate in the resolution of performance issues with project staff and sub-contractors or sub-awardees
• Regularly confer with client to get performance feedback and to resolve problems or issues should they arise
• Lead project status updates in MCC review process, ensure control, and escalate issues in an appropriate and timely manner
• Performing monitoring and evaluation activities
• Drafting annual and quarterly progress reports
• Providing technical assistance in areas of HIS governance and policy
• Directly supervise other Project Team staff
• Perform technical assistance and support as required
• Perform other Program or project duties as assigned

Qualifications
• PhD and 8 years of experience or equivalent combination of education and experience (Masters degree and 12 years)
• PMP course work or certification preferred
• Experience in project administration and operational support in international development
• Advanced proficiency in project operational management and support skills and abilities
• Proven ability to work across technical and operational areas within business group
• Expert knowledge in project management practices in international development
• Strong client relationship skills and abilities
• Strong report writing skills and abilities
• Advanced knowledge and skill with MS Word, Outlook, PowerPoint, Excel
• Excellent ability in communication (verbal and written) and presentation skills
• Excellent interpersonal skills and ability
• Strong ability to partner and influence
• Culturally sensitive and respectful
