Summary:

This position will be hired by Pathfinder International. Under the supervision of the Dosso Regional Manager, and with technical oversight from the Niger Deputy Chief of Party (DCOP), the Dosso Regional FP/RH Officer will provide FP/RH technical expertise to support the DCOP in the design and implementation of strategies and activities that will increase access to high-quality FP/RH services for women of reproductive age, men, adolescents, young people, and underserved or marginalized populations in Dosso Region. The FP/RH Officer will provide support to ensure all activities support in-country priorities, complement existing initiatives, and include plans for sustainability.

Key Job Outcomes:
• Support the DCOP in the technical design of the program’s FP/RH strategies and activities, including ensuring the use of state-of-the-art approaches and application of FP/RH High Impact Practices
• Implement the program’s FP/RH strategies and activities in the Dosso Region
• Collaborate with project technical staff to strengthen the FP/RH capacities of Regional MOH and other counterparts, including local NGO partners
• Facilitate integration of FP/RH and MNCH project activities
• Provide technical support to the project, project partners, and the MOH during FP/RH advocacy efforts at the regional level, including but not limited to, strategic leadership on the interplay between FP/RH, and health and development, promoting healthy adolescent and youth, gender and SBC actions for FP/RH, client-centered approach to expand access to FP/RH and contraception services from the community to the facility levels, among other ingredients for a successful FP/RH program
• Collaborate with the MIHR gender team and DCOP for the implementation of gender aware and gender transformative FP/RH approaches in Dosso Region
• Assist the DCOP in the development of new service delivery packages for assisted facilities and ensure implementation
• Assess and assist in FP/RH capacity building approaches in the private sector
• Assist the DCOP in the revision of the training curriculum for health providers and CHWs, as needed
• Train health care workers in private and public facilities in key FP/RH methods as well as key principles of contraceptive security
• Ensure compliance with USAID regulations and MIHR guidelines, including providing training of FP/RH compliance and leading FP/RH compliance monitoring visits at project-supported health facilities
• Contribute to the writing of programmatic reports, work plans, and other documents as needed
• Perform any other tasks assigned, as needed

Minimally Required Job-Specific Competencies:
• Proven experience in providing technical support to governments and in developing and implementing effective FP/RH programs in partnerships with government entities and donors
• Knowledge of state-of-the-art FP/RH, tools, methodologies, and staff oversight
• Familiarity with USAID approaches and regulations
• Knowledge of community and health service-based FP/RH programming
• Strong experience in client-centered contraception information, counseling, and services
• Experience using learning and data to improve FP/RH programming
• Knowledge of the context in Niger, including relevant government processes and policies; knowledge of Dosso Regional context preferred
• Experience working with young people and/or on programs focused on youth, preferred

Minimally Required Organizational Competencies:
• Excellent interpersonal skills and demonstrated ability to work effectively in teams
• Creative problem-solving skills with the ability to work effectively in resource-constrained environments
• Strong interpersonal and capacity building skills for training, mentoring, and coaching
• Excellent oral and written communication skills in French
• Oral and written communication skills in English, preferred
• Software: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
• Languages: Advanced speaking skills in local languages (Hausa, Zarma)

Required Education, Training and Experience:
• Bachelor’s degree required
• Clinical degree or master’s degree in a relevant area, such as Public Health, Nursing, Ob/Gyn, or reproductive health would be an added advantage
• Minimum 4 years of professional experience implementing FP/RH programs; experience implementing activities within an integrated MNCH/FP/RH programs a plus
• Knowledge of and experience working in Dosso Region preferred

• Job location – this position will be based in Dosso Region, Niger
• In-country travel anticipated
