Scope of Contract: The Services will cover Designing, testing, training and commissioning of the Mobile Billing application; Provision of 60 mobile devices to be used for meter reading; Provision of 60 mobile printers to be used for bill printing; Provision of support and maintenance of the Mobile billing application, mobile printers and mobile devices. This project will cover the Calabar metropolis seven (7) Strategic Commercial Branches (SCBs)

Contract Signature Date: 16th July, 2017
Preamble: The Federal Government of Nigeria (hereinafter called “Borrower”) has received financing from the World Bank (International Development Association (IDA)) and an additional co-financing from the French Development Agency (AFD) (hereinafter called “loan”) towards the cost of the Second National Urban Water Sector Reform Project (2nd Urban Water); Cr 4086/5129 – NG and CNG 1007 04 L. The Borrower intends to apply part of the proceeds of the French Development Agency (AFD) co-funding for consultancy services in Cross River State. The services involve procuring a reputable, eligible and experienced firm that can provide Mobile Billing Application Solution to the utility in line with her effort to drive financial performance by introducing technological tools such as meter reading devices and mobile thermal printers to complement the existing meter reading and billing processes..
Bidding was conducted through the Quality and Cost Based Selection (QCBS) procedure specified in the World Bank’s Guidelines: Procurement of Consultants under IBRD loans and IDA credits and was opened to all Bidders from Eligible source countries as defined in the Guidelines “March, 2012”.
