GENERAL PROCUREMENT NOTICE FOR TECHNICAL AND FINANCIAL BIDS FOR YEARS 2015 AND 2018 MERGED TETFUND MAINTENANCE INTERVENTION

(1) INTRODUCTION:

The Management of Yobe State University, Damaturu, hereby issues the General Procurement Notice to inform eligible Contractors, Suppliers, Vendors and the general public that the University is to undertake procurement of works and goods under Years 2015 – 2018 MERGED TETFund Maintenance Interventions in the following areas:

(2) SCOPE OF PROJECTS:

The projects to be executed and to which Technical/Financial bid documents of contractors are invited, include:-

Lot 1
Renovation of Entrepreneurship Development Centre

Lot 2
Renovation of Desert Research Monitoring & Control Centre

Lot 3
Renovation of Tata Multipurpose Hall Complex

Lot 4
Procurement of Furniture and Fixtures for Tata Multipurpose Hall Complex

Lot 5
Insurance Coverage against Fire and Burglary

(3) Interested and eligible Contractors. Suppliers and Vendors are advised to lookout for the Specific Procurement Notice (SPN) for the various projects and goods mentioned above in Federal Tenders Journal, National Dailies and Notice Boards depending on the threshold of each project.

(4) This Advertisement is NOT an invitation to tender.

(5) Note that the bid documents would be evaluated on responsiveness to criteria including, but not limited to:

(a) Certificate of Incorporation with Corporate Affairs Commission (CAC).

(b) Company’s Tax Clearance Certificate for the last three (3) years (2019).

(c) Evidence of Current Pension Compliance Certificate from PENCOM. (2019).

(d) Evidence of current Industrial Training Fund (ITF) Act No. 19 of 2011. (2019)

(e) Evidence of current Nigerian Social Insurance Trust Fund (NSITF) compliance certificate (2019)

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/01/2020 or valid certificate issued by BPP.

(g) Company audited account for the last three (3) years (2016, 2017 and 2018).

(h) Evidence of Financial Capability to execute the project by submission of Bank reference from a reputable Commercial Bank with a commitment to provide loan facility for the execution of the contract if eventually won.

(i) List of similar, verifiable and successfully executed projects or ongoing by the Company (at least three) with letters of award and Practical completion certificates, in the last five years. Letters of award and interim certificates of payment should be attached for projects that are ongoing.

(j) List of key personnel and evidence of proficiency and experience.

(k) List of Equipment owned or on lease hold by the Company relevant for smooth execution of the project.

(l) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Yobe State University Damaturu or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.

(m) A swore affidavit that no of the Directors have been convicted in any country for any criminal offence including fraud or financial impropriety.

(n) A sworn affidavit that none of the Directors have been convicted in any country for any criminal offence including fraud or financial impropriety.

(o) Functional e-mail address and GSM numbers.

(p) Detailed company profile including Curriculum Vitae (CV) of key personnel.

PLEASE NOTE:

The Yobe State University, Damaturu also reserves the right to invoke the provision of Section 28 of the Public Procurement Act (PPA) 2007 on matters regarding these procurement without incurring any liability to the bidder.
