Not Recommended:
(1) Financial Capability – Not satisfactory: The Bidder has a negative Liquidity as against the Bidding Document requirement of N177m. The Bidder also provided two letters of reference from Zenith and UBA but both are without amounts and are encumbered. See attached.
(2) Average Annual Construction Turnover: Not Satisfactory: The Bidder provided N110,825,789.80 as against N1,4B minimum average annual construction turnover requirement of the Bidding Document.
(3) Specific Construction and Contract Management Experience: Not Satisfactory – The Jobs provided by the Bidder are not within the time limit of 2013 to 2019 and are below the minimum value of N1B.
(4) Personnel: The Bidder provided only 6 qualified personnel as against the 15 required in the Bidding Document.
(5) Equipment: The Bidder provided for 6 equipment against the 16 required. He provided a lease agreement for an Asphalt Plant in favour of Rojel Nig. Ltd. instead of Halcon Engineering Associates Ltd.
(6) No experience in ES management aspects
Debriefing: Any bidder who wishes to ascertain the grounds on which its bid was not selected in addition to the above can obtain further explanations from State Project Implementation Unit, House 60 Coal-City Garden Estate GRA, Enugu, Enugu State.
