GENERAL PROCUREMENT NOTICE FOR YEAR 2016-2018 (MERGED) TETFUND LIBRARY DEVELOPMENT INTERVENTION AND 2016-2018 TETFUND ICT SUPPORT INTERVENTION PROJECT
(1) INTRODUCTION:
The Management of UMARU ALI SHINKAFI POLYTECHNIC, SOKOTO, SOKOTO STATE, hereby issues the General Procurement Notice to inform eligible Contractors. Suppliers, Vendors and the general public that the Polytechnic is to undertake procurement of works and goods under year 2016-2018 (MERGED) TETFUND LIBRARY DEVELOPMENT INTERVENTION AND 2016-2018 TETFUND ICT SUPPORT INTERVENTION PROJECT in the following areas:

The projects to be executed and to which Technical/Financial bid documents of contractors are invited, include:-

Procurement of Assorted Textbooks for College of Environmental Studies
Lot 2
Procurement of Assorted Textbooks for College of College of Science and Technology
Lot 3
Procurement of Assorted Textbooks for College of Administrative and Business Studies
Lot 4
Procurement of Assorted Textbooks for College of Agriculture and College of Arts & Humanities
Lot 5
Procurement of Library Equipment
Lot 6
Procurement of Library Furniture
2016-2018 TETFUND ICT SUPPORT INTERVENTION
Lot 7
Website Redesign; User requirement engineering for the Institution’s Website restructuring, Website Design, Adoption of WordPress Content Management System (CMS), Content Migration/System Requirement Gathering. Acceptance Testing. Acceptance Testing of the Restructured Website, Re-Hosting the Website for 1 Year and Maintenance to cover a period of 1 Year.

ICT Training: Training of 10 ICT Staff on Website Design, Computer Training (Base Modules) Non-Academic Staff and Academic Staff.
(3) Interested and eligible Contractors, Suppliers and Vendors are advised to lookout for the Specific Procurement Notice (SPN) for the various projects and goods mentioned above in Federal Tenders Journal, National Dailies and Notice Boards.
(4) This Advertisement is NOT an invitation to tender.
(5) Note that the bid documents would be evaluated on responsiveness to criteria including, but t lot limited to:
(a) Certificate of Incorporation with Corporate Affairs Commission (CAC).
(b) Company’s Tax Clearance Certificate for the last three (3) years (2019).
(c) Evidence of Current Pension Compliance Certificate from PENCOM. (2019).
(d) Evidence of current Industrial Training Fund (ITF) Act No. 19 of 2011, (2019)
(e) Evidence of current Nigerian Social Insurance Trust Fund (NSITF) compliance certificate (2019)
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/01/2020 or valid certificate issued by BPP.
(g) Company audited account for the last three (3) years (2016, 2017 & 2018).
(h) Evidence of Financial Capability to execute the project by submission of Bank reference from a reputable Commercial Bank with a commitment to provide loan facility for the execution of the contract if eventually won.
(i) List of similar, verifiable and successfully executed projects or on-going by the Company (at least three) with letters of award and Practical completion certificates, in the last five years. Letters of award and interim certificates of payment should be attached for projects that are on-going.
(j) List of key personnel and evidence of proficiency and experience.
(k) List of Equipment owned or on lease hold by the Company relevant for smooth execution of the project.
(l) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the UMARU ALI SHINKAFI POLYTECHNIC, SOKOTO, SOKOTO STATE or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
(m) A swore affidavit that no of the Directors have been convicted in any country for any criminal offence including fraud or financial impropriety.
(n) Functional e-mail address and GSM numbers.
(o) Detailed company profile including Curriculum Vitae (CV) of key personnel.
PLEASE NOTE:
The UMARU ALI SHINKAFI POLYTECHNIC, SOKOTO, SOKOTO STATE reserves the right to invoke the provision of Section 28 of the Public Procurement Act (PPA) 2007 on matters regarding these procurements without incurring any liability to the bidder.
