GENERAL PROCUREMENT NOTICE (GPN) FOR YEAR 2016/2017/2018 (MERGED) TETFUND INTERVENTION IN ICT SUPPORT PROJECTS
INTRODUCTION
The Sokoto State University hereby issues the General Procurement Notice to inform eligible Contractors, Suppliers, Vendors and the general public that the University is to undertake the Procurement, installation and rehabilitation under the TETFund Year 2016/2017/2018 (Merged) Intervention in ICT Support in the following areas:
TETFUND ICT SUPPORT
LOT 1: Upgrade of the University Website:
(1) User Requirement Gathering, Website Design and Integration, Implementation of the Wordpress Content Management System (CMS) for website content management and asset (images, videos, etc.) uploads, Content Migration; Integration with social media, User Acceptance Test (UAT), Re-Hosting for 1year, Staff Training, 12 months support after commissioning.
LOT 2: Computer Training (Base Module)
(1) Training of 50 Admin (Non-Academics) Staff of the Institution on computer Essentials, Word processing, Spreadsheet, and Online Essentials for 5 days.
LOT 3: Computer Training (Intermediate Module and Advance Module)
(1) Training of 50 Academic Staff of the Institution on Presentation, Using Databases, Online Collaboration, IT Security, Project Planning, Digital Marketing and ICT in Education for 5 days.
(2) Training of 40 Academic Staff of the Institution on Advanced Word Processing, Advanced Spreadsheet, Advanced Database, and Advanced Presentation for 5 days

Note that the bid documents would be evaluated on responsiveness to criteria including but not limited to:
(i) Evidence of Registration with Cooperate Affairs Commission (CAC) including Forms CAC2, CAC7
(ii) Evidence of Current Tax Clearance Certificate for the last three (3) years 31st December, 2019
(iii) Evidence of Current Pension (PENCOM) Compliance Certificate Valid till 31st December, 2019
(iv) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019
(v) Evidence of Nigeria Social Insurance Trust Fund (NSTIF) compliance Certificate valid till 31st December, 2019
(vi) Evidence of Registration on the National Database on Contractors, Consultants and Service Providers by submission of Internal Interim Registration Report (IRR) expiring on 30th June, 2019 or valid till 31st January, 2020
(vii) Sworn Affidavit disclosing whether or not any officer of the relevant committee of the Sokoto State University or Bureau of Public Procurement is a former or current Director, Shareholder, or has any pecuniary interest in the bidder and to affirm that all information presented in its bid are true and correct in all particulars
(viii) Company’s Profile including Key Staff’s Curriculum Vitae and their Academic/Professional Certificates
(ix) Verifiable list of at least three (3) similar projects successfully executed in the past five (5) years with their location and clients, including completion Certificates/final payment Certificates
(x) Company’s Audited Account for the last 3 years (2016, 2017 and 2018)
(xi) Partnership documents with ICDL certified firms
(xii) Evidence of current Firm’s registration/practice license issued
The Sokoto State University reserves the right to invoke the provision of Section 28 of the Public t Procurement Act (PPA) 2007 on matters regarding these procurements without incurring any liability to the bidders.
