GENERAL PROCUREMENT NOTICE FOR FY2021 CAPITAL AND RECURRENT PROJECTS
(1.0) INTRODUCTION
The Federal Ministry of Environment appropriated Funds in the 2021 Capital and Recurrent Budget for the execution of its projects.
(2.0) Accordingly, in compliance with the Public Procurement Act, 2007, the Ministry hereby notifies all interested and qualified Contractors and Consultants with relevant experience for consideration for the execution of the following under-listed projects.

Erosion and Flood Control: Gully Erosion and Flood Control works in selected locations, Construction of Side Drainages, Culverts and Road Improvement works

Climate Change: Construction of Solar Powered Borehole, Construction of Low-Cost Dyke System for Flood Prevention, Supply and Installation of Solar Street Lights, Construction of Solar Carports in Federal Ministry of Environment, Installation of Mini Grid (Rural Electrification) In Low Income Communities, And Climate Change Mitigation /Adaptation Projects for Alternative Energy Production to Power Borehole (Phase 11)

Desertification, Land Degradation and Drought MGT: establishment of woodlots in the arid zone and acacia Senegal plantation in the frontline zone to arrest land degradation, assessment of households depending on fuelwood as source of energy

Forestry: Afforestation/Reforestation programe nationwide and domestication of economically viable wildlife species of animals (snail, cane rat), installation and maintenance of Bamboo processing equipment in Karara Lokoja, Kogi state

Pollution Control & Environmental Health: Industrial Pollution Prevention and Control, waste management, Conversion of cassava into waste

Environmental Assessment; Rehabilitation of EIA National Office, Remodelling Refurbishing of Zonal offices, Construction of Permanent office for Institute.

General/Others: Renovations/Rehabilitation/ Refurbishing Partitioning and Maintenance works at Headquarters/various office locations in FCT and Field offices.

Climate Change: Consultancy on Awareness creation on climate change Programs, Development of National Frame work for Ecosystem, Emission of Energy, Strategy for Nation Action Plan on gender, youth training on Climate Change and stakeholder’s engagements.

Environmental Assessment: Digitalization and Management Content for EA, Development of Environmental Assessment Procedures, guidelines, revision of Ecolabelling, web application portal and Security system, Enactment and Finalization of law for EA institute. Annual reports, Regulations to govern sustainable practices for EA institute, Library Management and Information Generation Documentation and Circulation of Environmental Laws

Forestry: Forest resource and Survey nationwide Forest Carbon Inventory for FREL

Desertification, Land Degradation and Drought MGT: National land degradation neutrality, rehabilitation of degraded sites, Awareness creation of tree planting, wildlife and biodiversity.

Pollution Control & Environmental Health: Youth and women empowerment programmes/projects, Advocacy and Awareness on sewage Management, Environmental Surveillance, pilot water projects, Remediated lead sites. Air pollution and training of youth on waste disposal and waste Management , Fumigation and decontamination of public buildings/environment. Community based waste management, climate smart Management

General: General Maintenance services, Account inventory and Valuation of Assets, Development of guidelines on PPP projects. Development of Software and Activation of E-procurement and Procurement activities

General: Procurement/Installations of Office Items/Equipment/Stationeries and furniture. Office /Computer and consumables, printing of documents, Acquisition of vehicles and Land, procurement of E-Books for E-Library (Law Pavillion) e.t.c.
GENERAL INFORMATION
(3.0) Attention of all interested and reputable Contractors, Consultants and Service provider are drawn to the following:
(i) The Procurement of the projects listed above will be subjected to Due Process Procedure which would be transparent to all interested and eligible bidders who wish to participate.
(ii) Bidders are advised to kindly be of the lookout to Specific Procurement Notice within the year when these projects would further be defined by Budgetary releases’
(iii) Specific projects will be published in the National Dailies, Federal Tenders Journal, the Notice board of the Ministry as well as the Ministry’s website ( www.environment.ng )
(3.1) Please note that all documents on the Mandatory Criteria as specified by the PPA,2007 such as Certificate of Registration with Corporate Affairs Commission (CAC), Tax Clearance Certificate (TCC), evidence of current Industrial Training Fund (ITF) Compliance Certificate, NSITF Clearance Certificate, Pension Clearance Certificate, Interim Registration Reports (IRR), etc., which may be referred to the Security Agencies, Corporate Affairs Commission (CAC), Federal Inland Revenue Services (FIRS), National Pension Commission (NPC) and other relevant bodies for verification.
CONCLUSION
The Ministry will not be responsible for any costs or expenses incurred by any interested party(ies) in connection with this notice and or the preparation or submission.
Bidders should take note of the General Procurement Notice and should be well prepared for the Specific Procurement Notice, which will be published within the year.
The Ministry reserves the right to invoke the provision of section 28 of Public Procurement Act (PPA) 2007 regarding the procurement without incurring any liabilities.
