The Partnerships and Finance Coordinator is responsible for monitoring and controlling partners' budgets, ensuring the eligibility of expenses incurred and assisting the project manager in building the organizational capacity of organizations led by refugees and displaced persons. Ensures that Plan and donor financial policies and procedures are applied effectively and efficiently and that all partners and the project manager understand and follow these policies correctly. Ensures partners maintain a high level of internal controls as well as proper financial records and supporting documentation. Ensures financial compliance by conducting regular financial reviews, budget and expense tracking, financial reporting and records management. Facilitate documentation of partnership commitments with the appropriate agreement and contract. Develops and regularly updates the partnership portfolio and related data management on partnership agreements and financial documents.

Key Duties and Responsibilities
• Support the Project Manager in the preparation and monitoring of program budgets (operating budget and budget vs actuals) and budget phasing.
• Ensure continuous monitoring of compliance with procedures and donor requirements throughout the project cycle, from start-up, implementation and close-out by conducting regular audits at appropriate stages of the project
• Provide training and ongoing support to relevant stakeholders, including grant-funded project team members, Plan field office and partners to understand donor financial compliance, identify financial and other risks best practices related to financial management and ensuring that compliance requirements are understood and adhered to at all levels.
• Work closely with the project team and partners to prepare donor financial reports and/or audit and organize trainings/capacity building sessions.
• Contribute to effective and efficient cash flow planning and management.
• Monitor with due and appropriate diligence on all activities of partners in the implementation of the project, including out of the assessment of financial capacity.
• Monitor actions taken to address weaknesses identified through partner due diligence. Verify all payment requests related to partner training and capacity building, ensuring that all supporting documentation is attached in accordance with Plan International policy and donor requirements, authorized by the Budget Holder, and ensure that there is no double payment made.
• Assist partners in month-end closing and in the preparation of monthly financial reports.
• Ensure that all partner financial transactions are updated and filed correctly daily and easily accessible.
• Assist in the preparation of monthly budget tracking and accurate donor reports in accordance with the specified format within the timelines of the agreement in coordination with the program.
• Consolidate monthly cash requests for partners.
• Remind the partner of their monthly cash requests to be submitted to the finance coordinator in a timely manner.
• Examine and verify the integrity of the accounting entries in the cash books submitted by the partner before recording them in SAP when they are supported by convincing supporting documents.
• Reconcile the partner account before each new advance.
• Support partners by ensuring that accounting systems, policies, procedures and internal controls are properly understood and implemented.
• Assist partners in ensuring clear internal audit trails for Plan International's external and internal audits.
• Facilitate the sharing of learning, based on best practices within the organization as well as industry best practices in general
• Support partners in safeguarding financial resources and records
• Participate in financial audits as required.
• Ensure that the partner maintains the fixed assets register and reconciles them with the logistics file.
• Assist in conducting partner assessment and partner financial report review to ensure compliance with Plan International and donor standards and guidelines.
• Support the development and implementation of capacity building programs for staff and partners to strengthen financial and administrative compliance

Problem management
• The complexity of the issues being addressed and the degree of investigation, analysis and creative thinking required to resolve them.
• The work requires input into decision-making based on assumptions and experience, as little concrete information will be available. Decisions must be context-specific and there will often be no precedent to rely on.
• Decisions can affect the lives of thousands of disaster-affected children, millions of dollars, the safety of staff and Plan's profile in the humanitarian sector and in the media.
• Excellent and creative leadership skills will be used to make strategic choices about responses with limited resources and possible resistance from colleagues, as is often the case in emergency response work
• He/she must be able to work under pressure and accept travel and stays in often austere areas.
• Communications and Labor Relations
• The Partnerships and Finance Coordinator must maintain good collaboration and communication with technical and financial partners internally and externally.
• Knowledge, skills and behaviors required to achieve the objectives of the role

Knowledge
• BAC+3 or Bachelor's degree in accounting, finance, management, economics
• At least 2 years of experience in a similar role
• Good experience in financial project reporting requirements
• Excellent written and oral skills in English and French
• Calm and positive under pressure and able to work in difficult situations;
• Have practical and relevant experience in interventions in an emergency context;
• Have good writing skills (ability to write reports); Know how to use the computer and master standard software (Word, Excel, etc.);
• Knowledge of the area of ​​intervention would be an asset;
• Good knowledge and understanding of humanitarian principles and established international standards in child protection.

Skills

• Skills in participatory evaluation.
• Ability to work independently and as a team player who demonstrates leadership and is able to support and train local staff and also able to work with displaced people and communities in a sensitive and participatory manner .
• Skills developed in written and oral communication. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of Plan International. This includes effective negotiation and representation skills.
• Commitment to child protection, gender equality and participation. Knowledge of project management and donor requirements in the development sector would be an asset.
