INVITATION TO TENDER FOR THE EXECUTION OF 2018 CAPITAL PROJECTS AND 2017 TETFUND ZONAL INTERVENTION

(1) BACKGROUND

Federal University Dutse in pursuant of its mandate, and in line with the Public Procurement Act 2007 (as amended), hereby invites qualified, reputable and interested companies to submit tender for the execution of the following 2018 capital projects and 2017 Tetfund Zonal Intervention;

(3) ELIGIBILITY REQUIREMENTS

Interested and reputable companies are required to possess the under-listed requirements to eligible under these projects;

(a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including form CAC2 and CAC7;

(b) Evidence of current Company Income Tax Clearance Certificate for the past three (3) years valid to 31 December, 2018;

(c) Evidence of current Pension Compliance Certificate valid till 31 December, 2018 issued by PenCom;

(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2018 issued by ITF;

(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2018 issued by NSITF;

(f) Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submitting Interim Registration Report (IRR) valid till 1 January, 2019 issued by BPP.

(g) Company audited accounts for the last three (3) years (i.e. 2015, 2016 and 2017);

(h) Company profile with the Curriculum Vitae of key staff to be deployed for the project showing relevant academic and professional qualification (i.e. COREN, QSRBN, ARCON, CORBON, NISLT, etc);

(i) Verifiable documents of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and Job Completion Certification;

(j) Sworn affidavit disclosing whether or not any officer of the relevant committees of Federal University Dutse or the Bureau for Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the firm expressing interest and, to confirm that all information presented are true and correct in all particulars.

(4) COLLECTION OF TENDER DOCUMENTS

Interested companies are to collect the Tender Documents from the Procurement Unit Block “k”, Room 11, Take-off site. Ibrahim Aliyu Bye-Pass, Dutse, Jigawa State, on evidence of payment of a non-refundable fee of Ten Thousand Naira (10,000.00) Naira only per Lot through the REMITA platform;

(5) SUBMISSION OF EXPRESSION OF INTEREST

Prospective bidders are to submit bid for each of the lot desired, two (2) copies each of the Technical and Financial bids, packaged separately in sealed envelopes and clearly marked as ‘Technical Bid’ and ‘Financial Bid’. The documents should be submitted in a sealed envelope with the Name/Title of the Project and Lot Number clearly marked and addressed to; The Head, Procurement Unit, Federal University Dutse, Block K, Room 11, Gate 2, Take-Off Site, Ibrahim Aliyu Bye-Pass, Dutse, Jigawa State. The reverse side of the envelope should be clearly marked with the name and address of the bidder and dropped in the designated tender box at the Reception Area, Ground Floor, Senate Building, Federal University Dutse, Gate 1, Ibrahim Aliyu Bye-Pass, Dutse, Jigawa State not later than 12noon…..2018, The working hours is 8:00am to 4:00pm on weekdays, excluding weekends. Please ensure that you sign the Bid Submission register as the University will not be liable for misplaced or wrongly submitted Bids.

(6) OPENING OF BID

The Technical Bid will be opened at 10am, on…..2018 in the Senate Chambers,

Senate Building, Federal University Dutse, Gate 1, Ibrahim Aliyu Bye-Pass, Dutse, Jigawa State, in the presence of all the bidders or their representatives.

(7) ADDITIONAL INFORMATION

(a) Bid must be in English Language and signed by an authorized official of the company;

(b) Bidders should not bid for more than three (3) lots;

(c) Bids submitted after the deadline for submission would be rejected and returned unopened;

(d) Delivery by courier will not be accepted;

(e) All cost shall be borne by the bidders;

(f) The University is not bound to shortlist any bidder and reserves the right to annul the process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007 (as amended);
