Creative is soliciting offers for technical expertise in accordance with the Scope of Work below and Creative’s Renewable Consultant Agreement Terms and Conditions available here. Creative intends to award one or more Renewable Consultant Agreement(s) (RCA(s)) under which work may be negotiated and awarded as fixed price or level of effort performance-based activities. Creative reserves the right to make multiple awards or no award as a result of this solicitation.

Summary:

Consultant will serve as a fixer to support in-country capture for anticipated education opportunity in Niger.

RFQ closing date: March 28th, 2023 at 4:00 PM EST (applications reviewed on a rolling basis)

Estimated period of performance: March 28th, 2023 – May 1st,2023

Estimated Level of Effort: not to exceed 12 days of LOE

Reporting: The consultant will report to Jamie Bowen

Travel Anticipated? No

If yes, travel to Danger Pay locations anticipated? No
• Work with the team to identify stakeholders to meet with in country and develop list of questions.
• Provide team with recommendations for local implementing partners or key stakeholders in Niger.    
• Assist Creative’s capture team in securing meetings with local key informants and potential partners including conducting and documenting key informant interviews.
• Help coordinate, schedule, and participate in capture team meetings in preparation for the capture trip and during the capture trip.  
• Provide input/comments to local capture questions and local capture approach.
• Liaise and coordinate with Creative capture team, through regular meetings and written correspondence (email).
• Accompany Creative capture team to meetings with key stakeholders and take detailed notes.  
• Submit a capture report with notes, recommendations, and full contact information from meetings.  
• Support the capture of operations cost information including for office space, utilities, etc. 
• Other similar tasks to be mutually agreed between Creative and the Consultant.

Results and/or Deliverables:
• Consultant may be responsible for:
• Calendar list of meetings with stakeholders.
• Final capture report that includes:
• List of engaged stakeholders with complete contact information.
• List of prioritized local implementing partners.
• Meeting notes and key takeaways in bulleted or narrative form as well as summary report for each.
• Notes/key takeaways from key stakeholder meetings outside of the capture trip.
• Conduct any requested follow-up with potential partners or personnel and/or context write-ups as mutually agreed upon.

Other Matters

This consultancy does not anticipate travel outside of Niamey, Niger. Consultant may include costs for transportation in the city, phone credit, and internet credit to support completion of deliverables. All proposed costs, if approved, will be reimbursable only upon submission and Creative acceptance of receipts/supporting documentation.

Qualifications

An overarching Renewable Consultant Agreement will be issued based on the capabilities and qualifications listed below as well as those listed in the individual’s submitted CV.

General Capabilities

Required Qualifications
• Bachelor’s degree in a relevant field and six (6) years of relevant experience, or a master’s degree and four (4) years of relevant experience
• Experience and ability to communicate in English (verbal and written)
• Prior experience in international development in a donor funded setting ideally in Niger;
• Strong research, analytic, writing, and editing skills;
• Work experience in Niger in education or related field.

Work Assignment:

Consultants with the requisite qualifications will be given a renewable consulting agreement under which specific work assignments will be ordered on an ad hoc basis, subject to consultant’s availability. Consultants may be required to compete against other similarly qualified consultants, though generally work will be assigned and negotiated directly with the consultant.
