Job Description

About our Sensitive Projects Team:

Part of the DIO Commercial directorate, Sensitive Projects’ team are a dedicated team providing Commercial support to delivery of Sensitive Defence infrastructure projects across the UK. We manage large construction projects on high security military bases working with teams with the highest levels of security clearance. We provide Commercial support throughout the life of Projects and Programmes from initial Procurement Strategy development through to Project / Programme closure. We do everything from compiling and issuing tenders, negotiating, and placing contracts including changes and contract management activities.

As a Commercial Practitioner For Sensitive Projects

You will provide Commercial support to an Associate Commercial Lead and senior Commercial colleagues on the projects and programmes delivered from within the Sensitive Projects team. You would be required to support and work with Associate Commercial Lead 's who will lead the Commercial activity involving supplier selection, running the tender process, awarding the contract and then contract management of the delivery. It is a challenging yet absorbing role liaising with customers, colleagues and suppliers to help achieve best value for money for the public purse operating within the Commercial regulations, whilst observing the strictest security protocols in all we do.

Person specification

Responsibilities
• Support for Sensitive projects to deliver their requirements on time and to budget through good sourcing strategies and actively implementing good contract management
• Taking ownership of different reporting lines to support the wider DIO Commercial team to fulfil the reporting requirements for the Centre and locally, ensuring that information management is delivered accurately and on time;
• Ensuring the MOD contracting & finance system is updated to allow the effective payment of contract invoicing demands for our suppliers to ensure they remain viable and support their supply chain
• Working with senior colleagues on the more complex and high-profile projects to deliver the Commercial input as required
• Task management of commercial officer(s), including overseeing staff development, mentoring & support. Ensuring all mandatory and role specific training is undertaken

Essential Criteria
• CIPS level 4 or willing to study to achieve this level within 2 years of joining.
• Ability to undertake travel to overseas and UK establishments on occasion.
• Strong analytical skills including the ability to quickly synthesise, distil and draw conclusions on large amounts of disparate data.
• Experience of negotiations.

Please be aware that as part of this role you must achieve a CIPS Level 4 and sit a MOD accreditation panel to be granted a letter of delegation (authority to place and amend contract on behalf of Defence).

Allowances

£1,500 Commercial Market Skills Allowance (MSA); individuals are eligible once essential criteria for this allowance is met. Please note that this allowance will be pro-rated for Part Time staff.

Please be advised that the Department is conducting a review of all pay related allowances which could impact on those allowances that the post currently being advertised attracts.

Working Pattern

The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Part-time, Job-sharing, and Flexible working patterns will be considered.
