Job Description

About our United States Visiting Forces Contract Management (USVF) team:

The USVF are permanently located at MOD sites across the UK. The team is divided into four workstreams by location and commercial activity. We are looking for Commercial Practitioners to support the team that is focused on delivering major construction projects at bases around the UK covering both Procurement and Contract Management activities, helping to ensure the development and continuity of the USAF mission in Europe.

The team is headed up by a Commercial Lead with considerable Procurement experience.The team is based around the UK with small hubs around Wyton, Andover and Glasgow and have all adopted a hybrid approach to working, with some travel to sites throughout England required.

Person specification

As a Commercial Practitioner In USVF Contract Management Team

You will be report into one of the encouraging Associate Commercial Lead on the team and you will work directly with Project Managers, the US customer and wider stakeholders to give commercial support and assurance to the many infrastructure projects that sit within the portfolio.

A typical day could involve working with project managers to understand a forthcoming requirement for a new military installation, a conference call with the legal department to discuss contract terms and the application of MoD procurement policy, reviewing and evaluating bid proposals for a new project, building up your industry knowledge or considering the most effective way to source a new requirement.

You will have the opportunity to develop strong skills in researching supplier markets, contract drafting and contract management. The scale and scope of the projects involved mean you will have the opportunity to liaise with many other teams, including legal, finance, risk management, cyber security, technical service providers who support our projects and of course, the contractors with whom we are working.

Responsibilities
• Develop end to end competitive and single source procurement activities, in support of your Associate Commercial Lead.
• Contribute to developing Contract terms & conditions, and interpreting these.
• Engagement and development of effective collaborative relationships with suppliers and internal and external stakeholders.
• Contract management and administration of a range of contracts, including developing and managing contract variations and change control and other contract mechanisms.
• Ensure compliance with legal, governance and policy requirements as appropriate.

Essential Criteria
• CIPS level 4 or willing to study to achieve this level within 2 years of joining.
• Ability to undertake travel to overseas and UK establishments on occasion.
• Strong analytical skills including the ability to quickly synthesize, distil and draw conclusions on large amounts of disparate data.
• Experience of negotiations.
• Experience of contract management

Please be aware that as part of this role you must achieve a CIPS Level 4 and sit a MOD accreditation panel to have a letter of delegation.

Desirable Skills & Experience

Awareness of NEC contract structures as well as ability to work with bespoke terms and conditions.

Employment Hours

The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.

Allowances

£1,500 Commercial Market Skills Allowance (MSA); individuals are eligible once essential criteria for this allowance is met. Please note that this allowance will be pro-rated for Part Time staff.
