How can you make a difference?
• Under the general guidance and supervision of the Regional Advisor, Child Protection, to develop and strengthen the capacity of UNICEF and partners to support programs, evidence building and knowledge management including through monitoring and reporting and advocacy to protect children affected by emergencies, displacement, and other fragile and unstable situations from violence, exploitation and abuse in line with UNICEF’s Core Commitments for Children in Humanitarian Action (CCCs), the UNICEF Child Protection Strategy (2021-2030) and Goal Area 3 of the UNICEF Strategic Plan (2022-2025) and other relevant frameworks and tools concerning CPHA, MHPSS and Protection from Sexual Exploitation and Abuse (PSEA). The post will also focus on bridging the nexus of programming between humanitarian and ongoing development programmes. It will also support advocacy, regional and cross-regional networking, partnership building and resource mobilization for CPHA and related to the CCCs.
• Provide timely and quality assurance and oversight to child protection in humanitarian action (CPHA) to Country Offices (COs) and in the region including technical and surge missions and remote support as required. This includes quality review and assurance of child protection related regional and country Humanitarian Action for Children (HAC) appeals processes.
• Analyze, and contribute to the review and analysis of documents, data and processes of country program milestones (situation analysis, strategy papers, mid-term reviews, preparation of Country Program Recommendations, etc.) in general and also specific to CPHA.
• Participate in the development of strategies and funding proposals in the area of CPHA (for child protection and also that involve other sectors) and maintain dialogue with donors and potential donors of regional importance with a view to ensuring sustainability of interest and commitment to relevant programme and advocacy activities. Provide timely and qualitative reports to donors.
• Quality review, analysis, and consolidation of inputs for the quarterly Global Horizontal Notes (GHN) and annual reports of the Office of the Special Representative of the Secretary-General for Children Affected by Armed Conflict (SRSG CAAC) and the United Nations Secretary-General related to regional and sub-regional monitoring and reporting mechanisms (MRM), notably the Lake Chad Basin region. Support for relevant capacity building and advocacy with concerned offices and partners.
• Lead and convene key regional CPHA processes, negotiate, advocate and build strategic alliances to facilitate achievement of WCAR program objectives. Support COs to provide quality leadership of Child Protection Area of Responsibility coordination groups, including the needs analysis and response planning of Humanitarian Response Plans, and intercluster coordination. Support COs to contribute to child protection in Refugee Response Plans and durable solutions for IDPs.
• As the business manager for this result area, responsible for resource mobilization, relevant grant management including overall commitment, expenditures of funds in accordance with program budget allotments. Responsible for taking necessary action to ensure optimum use of allocated funds and in line with grant conditions. Manage human resource dimensions, including recruitment and supervision of consultants as required.
• Carry out other relevant duties that may be assigned by the supervisor generally related to the functioning of the child protection sector (and in coordination with other team members) and including in response to unforeseen emergencies and the child protection aspects of prevention from and response to sexual exploitation and abuse (PSEA).

To qualify as an advocate for every child you will have…
• An Advanced University degree in international development, human rights, psychology, sociology, international law or other social science field is required.
• Eight (8) years of progressively responsible professional work experience at national and international levels related to child protection, with specific focus on in humanitarian action. This includes direct field experience in the planning and management of child protection and related programmes, including in developing countries, with practical experience in designing, planning, monitoring, implementing and reporting on protection programmes in conflict and other emergency situations (including natural disasters); in partnership building and resource mobilization related to this function; and in analysis and advocacy related to child protection in humanitarian action.
• Significant child protection in emergencies experience, across multiple work areas notably children affected by armed conflict, monitoring and reporting on grave violations of children’s rights, unaccompanied and separated children, mental health and psychosocial support (MHPSS) and gender-based violence, are a distinct advantage.
• Experience in a UN system agency or NGO is an asset.
• Experience in leading multi - agency work processes is highly desirable
• Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
