TITLE: Roving Humanitarian Response Manager

TEAM/PROGRAMME: Humanitarian

LOCATION: Any country in WCA where SCI has an office or Regional Office in Dakar

GRADE: NATIONAL/INTERNATIONAL

CONTRACT LENGTH: 18 Months (01/07/2023- 31/12/2024) / 50% deployment; at least 3 missions/year annually planned

CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Humanitarian Response Manager will provide additional operational capacity for Preparedness and Response support to humanitarian responses and CO withing the WCA region. While the primary responsibility for response implementation lies with the Humanitarian focal points reporting to Directors of Program Operations, humanitarian response managers are expected to support WCA Head of Humanitarian with the management line in holding the Humanitarian and Operations teams and relevant Country Director(s) accountable by flagging key issues and risks through the management line and through being delegated to support the response team in ensuring implementation of agreed decisions. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to (Line Management): Reports to Regional Head of Humanitarian.

Coordination with (Matrix Management): Working closely with Sahel Ops manager, Humanitarian Advocacy & Comms Manager, Regional Strategic Analyst (CAFU) and Humanitarian Leadeship Academy Lead for preparedness and Capacity Building, Sr. Humanitarian Coordinator and Humanitarian Access manager.

KEY AREAS OF ACCOUNTABILITY:

The Humanitarian Response Manager will be the primary responsible for the following tasks:

Programme Support (during deployment or gap-filling, typically will be for large/complex emergencies working with limited support):
• Support humanitarian focal point in country and regional level strategic and operational planning and reviews, in line with the Humanitarian Response Plan, Country Strategic Plan, Save the Children's Localisation policy and Save the Children global guidelines.
• Overall management of SC emergency responses ensuring the integration of response supply chain, project management and, where required, other administrative, advisory and support services to field offices/programmes are in place and efficient to enable effective and impactful programme/project implementation according to donor guidelines and Save the Children minimum standards
• Support the humanitarian focal point in country to provide update of Humanitarian Response monthly, quarterly and annual progress reports against the Response Strategy and relevant operational plans. Ensure strong accountability to beneficiaries.
• Ensure effective collaboration safety and security management systems at field office levels, ensure that these are updated and revised at regular intervals and that new programmes are built around security considerations
• Contribute supply chain systems to procure, store and distribute stock, supplies and
• Work with PDQ team to ensure TA implication in different humanitarian activities.
• Oversee the operational staffing needs (both national and international) for emergency programmes are met - this will include scale up of teams as well as scale down at the end of a response. This will include leading on staffing structure, recruitment, and performance management.
• Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Core Humanitarian Standards, Sphere Charter and Red Cross Code of Conduct.
• Contribute to the the operationalization of the SCHP strategy is supportive of increased locally led crisis response in line with Save the Children's Localisation policy, the Core Humanitarian Standards and the Grand Bargain.
• Ensure coordination, sharing of information and collaboration between Country Offices on all sectors and interventions
• Facilitate and support cross country initiatives, particularly in the Sahel Region

Strategy & Coordination:
• Provide feedback and support the Country Office in improving its humanitarian structure and monitoring their humanitarian issues tracker
• Support country response team with strategic guidance for emergency preparedness and response planning processes.
• Ensure strategies are informed by local actors and coordination with local actors take place.
• Facilitate and support sharing (of HR, approaches, best practices, lessons learnt, etc) and coordination between the Sahel countries.
• Collect, input into and disseminate key information such as needs assessments, appeal documents, SitReps etc. as necessary.
• Chair quarterly response update calls when necessary, participate into BvA review meetings, regular update calls with Head of Humanitarian and core Humanitarian Team
• Ensure humanitarian coordination updates on a monthly basis or based on needs.

Capacity Building:
• In liaison with HLA Hub, feed into the development of capacity building and, where applicable, nationalization plans
• Oversee the delivery of capacity building plans to develop the requisite operational competencies in operational staff.
• Coach and mentor operational surge capacity staff and national level counterparts and link in to wider organisational talent development mechanisms.
• Ensure capacity strengthening support is offered to local actors based on assessed needs.

General:
• Comply with Save the Children policies and practice with respect to child safeguarding, gender equality policy, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS
• Educated to first degree level or relevant commensurate professional experience.

EXPERIENCE & SKILLS

Essential
• Extensive experience of working into Operations or management capacity in humanitarian responses within a complex country programme. Working in WCA context is an additional asset.
• Previous experience of managing programme teams in large-scale first phase emergency response
• Previous experience of programme management across multiple locations
• Budget management
• Knowledge of Emergency Preparedness procedures and processes. Ability to analyse risks and identify action points in complex risks environment.
• Experience in contribution to development of strategic vision, and documents.
• Demonstrated ability to set up operational management systems in a complex context,
• In depth knowledge and experience of logistics systems and requirements in a multi field office, multi programme setting
• Proven ability of mentoring and coaching
• Experience of senior level representation
• Ability to write clear and well-argued assessment and project reports
• Excellent communication skills
• Proven ability to influence change at an operational and strategic level
• Politically and culturally sensitive with qualities of patience, tact and diplomacy
• A high level of written and spoken English and French

Desirable
• Experience or knowledge of working and living in relevant regions/context
• Experience in working around Localization, Conflict sensitivity, anticipatory action and access topics.
