Project Summary

The five-year USAID Monitoring, Evaluation, and Learning in Senegal activity will provide USAID/Senegal with performance measurement and management support activities, including, but not limited to, monitoring and evaluation design, program evaluation design and implementation, sectoral assessments, surveys, learning, data system and management and statement of work (SOW) development for evaluation activities. This contract seeks to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance Agency learning.

Position Summary

The Climate Change Research Consultant will support the Climate Change Specialist to complete the Climate Change Inventory task for USAID/Senegal. The Consultant will work in tandem with the Climate Change Specialist to complete a 6-year retrospective study highlighting the Mission’s achievements in climate change adaptation and mitigation. The Consultant will also be responsible for working with the Climate Change Specialist to generate recommendations for the Senegal Mission on advancing its work on climate change under the new Agency Climate Strategy (2022- 2030). This consultancy is expected to occur over a period of 10 LOE days from April 01 to May 31, 2023.

Responsibilities
• Conduct relevant data collection, including document review and key information interviews.
• Support the team leader to conduct data analysis to identify achievements and gaps in programming and to develop recommendations to link programming to new USAID climate strategy and Government of Senegal objectives.
• Support team leader to produce a written report to be submitted to USAID that will facilitate development of climate change annex for USAID’s Country Development Cooperation Strategy.
• Support in the delivery of any required presentation of the findings and recommendations as requested by USAID/Senegal.

Qualifications
• Bachelor’s degree in environmental studies, public policy, monitoring and evaluation, or other relevant disciplines is required. Master’ degree is preferred.
• Minimum three years of professional work experience in researching or working with climate change, sustainability, or environmental issues is required.
• Experience working on assignments that have delivered high quality reports to USAID and/or other donors.
• Understanding of the local Senegalese context, including the needs and climate adaptation strategies prioritized by the Government of Senegal
• Understanding of USAID climate change and environmental programming in Senegal.
• Strong oral and written communication, analytical, interpersonal, attention to detail, and organizational skills required.
• Fluency in French required. Proficiency in English is strongly preferred.
