The incumbent also refers to UNHCR Manuals and relevant policy papers on financial issues. The incumbent assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials to exchange information. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Maintain financial records for project or other office accounts for which responsibility is assigned. - Record receipts and payments, assure accuracy of computation and completeness of documents and maintain continuing status of allotments against obligations. - Prepare recurring reports on assigned accounts, noting problems resulting from excess cost or less-than-expected receipts. - Prepare special reports to clarify problems or as requested for other reasons. - Calculate and compile cost estimates and projected budget requirements and assist in preparation of budget statements for area of assignment. - Prepare routine correspondence and maintain contracts with others to discuss matters concerning accounts and related assignments. - Maintain contacts with local banks to clarify questions pertaining to office bank accounts. - Brief and assist new staff on basic financial procedures and requirements with respect to payments, entitlements, banking and currency provisions and other requirements relating to accounts and finance. - Initiate correspondence to verify data, answer queries and obtain additional information on accounts and financial transactions, as required. - Perform other related duties as required. For this purpose, it is imperative for the incumbent to have knowledge and experience of working on VAT management, knowledge of COMPASS and MSRP and working experience on Open Items analysis. These people are mainly refugees from Burundi and Congo who are living in Nyarugusu and Nduta refugee camps located in Kasulu and Kibondo districts in Kigoma region. Population of these two camps make a total about 248,244 people. Kigoma region as a central of refugee services, has got three offices to streamline the work of protection of people we serve. The offices are FO Kasulu, FO Kibondo and Sub Office Kigoma. SO Kigoma is generally engaging with regional authorities to optimize protection and realization of durable solution opportunities in the region while the other two offices are front liners of the operational activities. Tanzania Operation has additional two offices for strategic directives and liaison with the Central Government of Tanzania. The offices are FU Dodoma and the Representation Office in Dar es Salaam. The Representation office stands as UNHCR main office in the country with the main role of leading the UNHCR operations in Tanzania. The Office composed of heads of all units under the leadership of the Representative. Finance Unit is one among the units in Representation Office which has the role of financial management of the operations in the country. Finance Unit in the Representation office in Dar es Salaam is taking a lead to ensure proper financial management for the whole Operation. The Unit interacts with finance units of other UNHCR offices in the country to confirm compliance to financial rules and procedures while undertaking financial activities of the Representation Office. The Office provides for monitoring of finance activities of all offices and provide supports to the Field Offices. The Office receives periodical financial reports from the field and arrange the reporting to the Regional Bureau and HQs among its other activities. The current Situation Finance Unit in the Representation Office Dar es Salaam is under staffing to meet the required activities. The Unit is operating with only two Staff members under the supervision of Snr. Admin Officer. The Operation is arranging to enhance the capacity of the Finance Unit in the Representation Office in Dar es Salaam by employing one additional staff in the position of Snr. Finance Assistant who will work under the close supervision of the Associate Finance Officer.
