Purpose of the position

To provide clinical, programmatic and technical leadership and expertise to strengthen quality and effectiveness of BroadReach Healthcare delivery on the HIV/TB programme in Mpumalanga Province.

The Provincial Clinical Advisor will be responsible for prioritization of HIV prevention services as well as increasing access, utilization, quality of care and patient outcomes of people living with HIV.  S/he will ensure alignment to key Mpumalanga provincial clinical priorities.

Key Accountabilities
• Set and guide standards which will form the foundation of quality of HIV prevention, clinical and programme management.
• Lead expansion of technical support pertaining to HIV clinical and programme management, with greater focus towards prevention (PMTCT & PrEP), ARV optimization, retention in care, viral load: completion & suppression as well as Advanced Clinical Care (ACC), for both adults and paediatric/adolescent populations.
• Provide technical expertise on the implementation and monitoring of evidence-based interventions with incorporation of client-specific evidence-based elements towards HIV programmes (incl. PrEP, PMTCT, ARV optimization, ACC, and Paediatric HIV care).
• Collaborate to provide guidance for full monitoring and evaluation of programmes for high-risk HIV negative clients as well as HIV positive adults, Pregnant and Breastfeeding Women (PBFW) and paediatric/adolescent along the HIV continuum of care.
• Provide didactic training to BroadReach and Department of Health (DoH) cadres with onsite coaching and mentoring in select high impact facilities in priority HIV areas.
• Collaborate with relevant BroadReach and DoH colleagues at Provincial, District and facility levels to drive performance indicator improvement, using relevant tools and latest guidelines to ensure quality clinical foundation for HIV services.
• Support the analysis, write-up, presentation and expansion of best practices pertaining to HIV programmes across BR supported districts in the province.
• Serve in an advisory capacity towards relevant outputs at provincial level within DoH and PEPFAR, providing input to implementation guidelines, building relationships and establishing foundations for current and future opportunities for BroadReach with key stakeholders

Qualifications

Essential qualifications
• Qualified Medical Doctor with a medical degree is essential.
• Post-graduate Diploma or higher certificate in Clinical HIV Management.
• Current registration with HPCSA with valid MPS is essential.

Desirable Qualifications
• Public Health qualification OR Infectious Disease sub-specialization is advantageous.
• Qualification in Advanced Health Management

Experience & Skills
• A minimum of 10 years postgraduate experience, including a minimum of 8 years’ experience in HIV clinical management and 5 years managing advanced cases and/or patients with comorbidities.
• A minimum of 8 years’ experience in public health care sector.
• A minimum of 5 years’ experience in the Donor funded programmes
• Comprehensive knowledge of issues and current evidence related to HIV/AIDS and health systems strengthening (HSS).
• Experience providing clinical guidance and technical assistance in HIV prevention and clinical management at health care facilities is essential.
• Extensive experience in teaching and supervision of medical personnel in HIV/AIDS programs is essential with experience in delivering presentations and facilitating workshops.
• Familiar with the concepts, practices and procedures of the Department of Health at District and Provincial levels.
• Experience in project management and evidence of medical publications would be advantageous.
• Proficiency in MS Office
• Fluency in English
• Valid driver’s license and own car
• Flexibility to travel.
• Knowledge and application of Donor regulations and procedures to daily work requirements
• Understanding of South African Government DoH priorities, programme, mandates and planning cycle
• Understanding of data sources and indicator definitions
• Understanding of the 95-95-95 process, tools, templates, cascades and target
• Up-to-date knowledge of changing policies, guidelines and mandates relevant to job function and operating environment
